Menrs. Ludlow and Conkiln have devoted a great deal of their time to the drafting of the code, as may be seen from the fact that it comprises 66 pages of closely typewritten matter. It was submitted by these archl- tecU as a document not above criticism. but It It their opinion that Ita essential proposals are workable, and in this they are backed up by four of the leading builders of Madison who have analyied It. Briefly, the code provides for construction of buildings In such manner and of auch material aa to reduce to a minimum loss of life and damage to property from fire or collapee.

The code alao deals with encroachments on the property line and lays down vommon-sense principles as to the rights of a property owner in this connection. The code also proposes measures to prevent the erection of advertising signs either on building roofa or suspended from buildings, which may be a menace to life in the event of Are or other accident. Moving picture theatres are also dealt with, the code requiring that buildings for such purpose be constructed along lines indicated to minimize the danger to life through Are or other accident likely to cause panic. The code, la the event of Its adoption In would not affect any present bulldlot In the borough as It wai drafled with the Idea that It waa Dot to a retroactive measure. The enforcement of the code would be looked after by a building Inspector under the direction of a building committee.
