WEDNESDAY, JANUARY 16, 2008 GREAT FALLS TRIBUNE WWW.GREATFALLSTRIBUNE.COM PAGE 7, SECTION A Highwood Voyagers: Club hopes to spark sales UFO sighting at ballpark captured on film Aw r) LLr WATCH THE VIDEO: Check out the UFOs for yourself at www. TRIBUNE PHOTOWON SANDERS Audience members listen Tuesday during the Cascade County Commissioners' hearing on the zone change required for the Highwood Generating Station's construction. By Tribune Staff One of the only reports of unidentified flying objects over Great Falls that was caught on film occurred In August 1950 over Legion Park, according to a report In the National Archives. Nick Mariana, the former general manager of the Great Falls Selectrics baseball team, and his secretary, Virginia Raunig, then 19, reported seeing two rotating disk-shaped objects In the daytime sky, according to Kevin Randle, in Ron Story's "Encyclopedia of UFOs." Mariana captured the alleged UFOs on color film with his 16 mm camera on Aug. 15, 1950, from Legion Park, Randle said.

Mariana described the objects as two bright silver objects that appeared to be rotating as they flew over Great Falls, at an estimated speed of between 200 and 400 mph. In the short film, the objects flashed brightly and disappeared about 20 seconds later, according to the report in the National Archives. In October 1950, officers from Malmstrom Air Force Base analyzed the film and said the images were caused by the sun reflecting off two greatfallstrlbune.commm jet interceptors that were in the area at thai time, according to the archives' report The sunlight washed out the detailing of the objects, making them hard to identify, the military officials told Mariana. In 1952, the Air Force asked for a second look. Investigators found records that two F-94 jet-fighters landed at Malmstrom on Aug.

15,1950 the day the film was shot. However, Mariana and Raunig said they saw those jetfighters in another part of the sky, separate from the UFOs, the report said. The Air Force labeled the case as "possible aircraft." Upon the tape's return, Mariana discovered that 30 frames were removed from It, the report states. Larger images of the objects were allegedly on those missing frames, Randle told Story. The Air Force said they removed only one frame from the film because the sprockets were damaged.

In 1953, the CIA's Robertson Panel dropped the word "possible" from its report on the Great Falls Incident, ruling the sighting "aircraft." FROM 1A ExpoPark. The meeting was going strong at 9 p.m. after six hours of presentations and testimony, Before the meeting's start, County Commission Chairman Lance Olson said commissioners probably would save a decision for later, possibly Jan. 22, to allow time to digest new information presented at the hearing. "This is one of those times when everybody's input is being listened to, reviewed and used in our decision," Olson said.

More than a year ago, commissioners voted 2-1 to approve the rezoning but later rescinded the decision following a lawsuit targeting rezoning regulations. The rules were adjusted and commissioners now are hearing the Urquhart request again. If the rezoning is approved, the family plans to sell the land to Southern Montana Electric Generation Transmission Cooperative, which is proposing the 250-megawatt, $720 million coal-fired power plant. The plant would initially serve about 60,000 residents between Great Falls and Billings. In December, the Planning Board voted 5-4 to recommend the rezoning following a meeting that lasted more than six hours.

It was the commissioners' turn Tuesday. Arguments relating to the impact the plant would have on the environment and a historic route used by explorers Lewis and Clark and its fit in an agriculture setting were among the top issues discussed. The economic and tax benefits and SME's need for power were also brought up during the meeting. Former Mayor Randy Gray, speaking in favor of the rezoning, said the power plant would provide the area with more energy independence and help meet a growing demand for power. Highwood Generating Station, he said, would complement wind projects in the works, as well as existing hydro facilities on the Missouri River.

"That mix of assets we're generating creates a synergy that landowners to be treated fairly, which clearly is not the case here." Bob Rainey, a member of the Montana Public Service Commission, said that if the power plant is built, it would consume all of the available transmission in the Great Falls area, which would put a damper on renewable energy development. He pointed out that a vast majority of the power won't even be consumed in the Great Falls area. By state law, a majority of Great Falls residents can't use the power. "It's only large customers of Electric City Power that will be allowed to use the electricity in Great Falls generated by High-wood," Rainey said. Tammie Lynne Smith, who lives about six miles from the site, said the application and the environmental study of the project mischaracterizes the quality of the area's soil and agricultural productivity.

"It truly is a unique area of Montana," she said of the landscape near the proposed site. "The proposal has a lot of pros and cons and, at this point, I'm honestly undecided," Commissioner Lance Briggs said. "There's a myriad of reasons to be skeptical of this plant, but what we'll be deciding today is the appropriateness of an industrial facility on farmland," Commissioner Peggy Beltrone said. Team officials used a hightech, multimedia presentation to introduce the new identity, which Includes a new logo, a new red-and-black color scheme, new uniforms and a new team mascot to be announced later. Part of the presentation was a video depiction of a reported UFO sighting on Aug.

15, 1950, at the old Legion Park. The event, reported by former baseball club official Nick Mariana, has been the subject of many studies by scientists and UFO buffs. The Voyager name also has been linked with several space-related events over the years. Voyager 1 and Voyager 2, twin probes launched by NASA in 1977, are considered by many as the most successful planetary exploration mission of all time. "Voyagers!" was a TV series broadcast during the 1982-1983 season on NBC.

The show featured a society of time travelers called Voyagers. "Star Trek: Voyager," a popular science-fiction television series, ran from 1995 to 2001. The series followed the adventures of the Starfleet vessel USS Voyager, which becomes stranded 75,000 light-years from Earth, Purpura said Voyagers was chosen from thousands of potential team names. "The challenge for us was to find a name that would relate to our city, or events that occurred in our city, and would be proprietary," Purpura said. "And we believe we have done that." Great Falls has operated a team in the Pioneer League for most of the past 60 years.

Since 1969, the ballclub always has been known by the name of the parent Major League franchise. The team was called the Giants throughout the 1970s, then became the Dodgers in 1984, and changed to the White Sox in 2003. The local club is owned by approximately 145 shareholders, who are represented by a board of directors. Profits are reinvested in the club and Centene Stadium, which the team leases from the city. The club has launched a major promotional campaign, in partnership with Banik Communications, to promote the new image.

Billboard ads have been posted and newspaper, TV, radio and Web site promotions are planned. The team's new Web site is www.gfvoyagers.com. "We will be enhancing our image and reputation as a locally owned team, regardless of what affiliation we have now or in the future," Purpura said. "The new name does that. It gives us the opportunity to have more fun with our new name, logo and new mascot to come." It also gives the club the potential to make more money through merchandising.

makes this the energy capital of the Northwest," Gray said. "We're putting the electric back in the Electric City." Ken Maki, a rancher near Belt, recalled the joy of receiving electricity for the first time when he was a boy, He's currently served by Fergus Electric. He supports Highwood Generating Station. "We all know coal is not as clean and green as hydropower, but this proposed plant is a lot cleaner than Colstrip plants that export most of their power out of this state," he said. Attorneys for SME dismissed arguments that the land change would represent spot-zoning or ruin a pristine landscape.

SME attorney Mary Jaraczeski said the Salem Road area land has been cultivated for years and features many man-made structures including a large gas line, tall transmission lines and a gravel excavation site. It even has a view of another coal-fired power plant, a much smaller one located on Malmstrom Air Force Base, she said. Twenty-five proponents spoke before Olson turned the floor over to opponents at 8:20 p.m. Dr. Dave Anderson said studies have shown tiny particulates emitted by coal-fired power plants can increase the risk of lung disease.

Roger Sullivan, an attorney representing landowners around the rezoning site, said the zone change constitutes illegal spot-zoning. "Simply stated, spot-zoning is about fairness," Sullivan said. "It requires surrounding Minor league baseball is becoming really big business. "As more fans from outside your market drive to your parks each year, it is more important than ever for clubs to create their own identity," he added. "It's great for the (Great Falls team) to create something people will talk about." The Idaho Falls club adopted the name Chukars four years ago, after carrying the Angels, Braves and Padres monikers for about 25 years.

Assistant General Manager Marcus Loyola said merchandising wasn't me mam reason for the change. "We wanted to be separate from everybody else, and this has worked 100 times better than picking up the affiliation's name," Loyola said. "A new brand identi- ty does help you (in sales), but after the first year you won't see a big increase." Keough said the team plans to unveil its new mascot soon. He also announced a June 14 event nf PantonA Ctirllitm in lrilr rff "This is the one that really makes contact for us," said General Manager Jim Keough, who said team shirts and caps will be available immediately on the team's new Web site or through a new toll-free phone number (877-815-1950). The phone number reflects the Aug.

15, 1950 date of the famed Mariana UFO sighting. Baseball club board member Rick Evans said the club hired a national firm, Simon Studio, to design logos, merchandise and the mascot concept. Evans said the cost of developing those marketing tools will be paid for from revenue generated by additional merchandise sales. Purpura said the Orem (Utah) Owlz led all minor-league teams with more than $100,000 in cap sales the year after the Pioneer League club changed its name. Two Pioneer League officials whose teams recently switched names hailed the move of the Great Falls ballclub.

Matt Warneke, general manager of the Casper (Wyo.) club, saw his team change from the Rockies to the Ghosts last fall. "It was image-driven, I can't lie to you," Warneke said. "Any time your business isn't growing, you're dying. This was an alternative way to draw income for us. "This is my 1 1th year as general manager of the Great Falls baseball club, and I finally feel we have our own identity," Keough said. "We have a great name for our fans, our players and the community." FROM 1A around 2020 or 2025. "To be considered for those future missions is exciting," Mora said. 'We've worked hard to keep viable for new missions and believe we have a lot to offer in terms of good facilities, well-trained personnel and great training space." "It's very important that MANG is being considered for this new fleet," said Great Falls that about three dozen bases are listed as possible sites for the F-35, two other bases are listed as possible F-22 sites and eight, including MANG, are listed as sites for either the F-35 or F-22. Congressional funding and Pentagon decisions also play an important role, he said, noting that the F-22 is an expensive plane and far fewer of them are going to be built than initially planned.

attorney Warren Wenz, chairman of the Committee of 80 lobbying group. "This is a direction MANG needs to be heading and it's a job they're capable of handling. "Being listed on the roadmap is not saying MANG is a sure thing to get new flying missions down the road, but at least we're still in the running," he said.
