"It's easy to get on a high horse you have a wardrobe woman, you have a drama coach, you have everybody touching and feeling and brushing and wheedling and oddling and kit-zling you." THERE IS A GLINT in his eye. "I just kick her in the ass and say, 'Cut it out or I'll smash That's why those Italian and French kid actors are so good they look abused." Matthau, father of three and a teddy bear of a tyrant if ever there was one, obviously does not kick Sara, nor would he even say where in front of her tender ears. He may be playing the role of a Damon Runyon bookie who gets stuck with a 6-year-old girl he has accepted as a "marker" for a losing bet, but there also is obvious, off-screen affection between them. Which also is why he does not want to see her grow into a star brat. NEITHER DOES HER MOTHER, nio, where they live, she signed up Sara only because she thought it would be a good experience.

"Sara could be a little more outgoing," she said at the time. Now, after three months of filming, Mrs. Floyd does not worry about Sara's being more outgoing. Indeed, the youngster's resilience, her strength have surprised her. "It's really been quite an experience," Mrs.

Floyd says, cocking a cautious, motherly eye toward the ring where Sara is on horseback with Julie Andrews. "I didn't know quite what to expect, but everybody has been so great, so kind. You know, most of the people have children of their own and they treat Sara just that way." She has been with Sara constantly since filming began and so has the tutor-social worker required by law when child actors work. In addition, Sara's 8-year-old brother, Robby, is traveling with them, staying with the cast at the Palo Alto Holiday Inn and moving with them to the next site, Santa Rosa. Her younger brother, 3, was at the studio in Universal City last week.

There may be geographical transplants, but Mrs. Floyd is trying to keep the family feeling together. "SARA WAS SO EXCITED today," she confides, "because she was going to get to ride a horse." That she is riding it with Eliza Doolittle-Mary Poppins-Maria von Trapp is incidental, for familiarity with Miss Andrews has worn off the star luster. But a real horse! Wow! "Kind of blows the Texas image, doesn't it?" Mrs. Floyd laughs.

"No, we don't have horses never did." Despite, the familial feeling on the location, this still is a full-blown, Universal Studios production with all the Hollywood touches. Sara, Miss Andrews and Matthau are whisked from hotel to location and even from spot to spot on the site by limousine. Every actor has a stand-in (Sara's is a 19-year-old little person, Tamara De Treaux). Even the horses have stand-ins. There are the cameras, the grips, the movie lights even outdoors at high noon the works.

Keeping one's perspective amidst all this is not the easiest. Director Walter Bernstein, who also did the screenplay, feels that Sara is holding her own, though. "She doesn't seem to be putting anything on," he says. "When she gets tired, she loses concentration, but that's happened very rarely. On occasion, I've had to say, 'Sara, we've got to work now; everybody else is And she has responded.

It's like going to school for her. "I DELIBERATELY wanted a child as far from the Shirley Temple image as I could find," he continues. "No yellow curls, no expectation that she's going to begin tap-dancing at any minute. I think Sara is that just a human, appealing kid." She hasn't yet seen herself on film, he notes, and may have to wait until it's released next April for the chance. It is one of life's hazards when you are 6 years old, cute and walking through life belt-high to most adults you get your head patted. This theme has been endorsed informally by Richard Davis, assistant Treasury secretary for enforcement and operations. THE CAMPAIGN will range from public service advertising to educational material directed at health professionals and teachers.

It is the latest attempt to address a problem that has been recognized only in recent years fetal alcohol syndrome. In its worst form caused by a pregnant woman drinking heavily it can result in a child with central nervous system dysfunctions, growth deficiencies, facial abnormalities and other, iroblems Experts disagree, however, on how much a pregnant woman can safely drink. One researcher for the Bureau of Alcohol, Tobacco and Firearms said more research is needed to determine the impact on the child of a woman who, for instance, drinks two or three glasses of wine with dinner and a cocktail beforehand. The Food and Drug Administration has said the syndrome could be a problem even for a woman who drinks moderately but occasionally has more than two drinks a day during pregnancy. The industry educational campaign is the result of a decision by the federal bureau not to require a warning label on liquor bottles to address the fetal alcohol syndrome problem.

Early this year the bureau said it would use government resources to educate Americans, and asked the industry to do the same. The government effort really hasn't started, but the industry is set to go. THE BUREAU has not entirely dropped the warning label idea. A spokesman said it may be revived if the educational effort falls flat. In addition, legislation has been introduced in both houses of Congress as it has been for several years now that would require warning labels on bottles of hard liquor.

Ten industry groups are involved in the campaign. Officials said it is the first time all have cooperated on one project. The groups banded together as the Beverage Alcohol Information Council are the Association of American Vintners, the Distilled Spirits Council of the United States, the Independent Whiskey Association, the National Association of Beverage Importers, the National Beer Wholesalers' Association of America, the National Licensed Beverage Association, the National Liquor Stores Association, the U.S. Brewers Association, the Wine and Spirits Wholesalers of America and the Wine Institute. Council chairman Sam Chilcote said the industry believes the warning label approach wouldn't work as well as education.

"I don't care if a bottle is wrapped in warning labels," Chilcote said, feeling that someone who wants a drink will take it anyway. He added the industry hopes to educate drinkers to make a responsible decisions. THE CAMPAIGN WILL TRY to spread its message through clinics, health professionals, teachers, magazines and other avenues likely to be open to pregnant women, including teens and those at the poverty level. Chilcote said it will be "a people intensive effort." It could even include pamphlets on the counters of neighborhood liquor stores, and perhaps even discreet signs on tables in cocktail lounges.
