of Great Falls Tribune ON THE RECORD Saturday, August 21, 1993. Man charged in burglaries By Tribune Staff More arrests are expected following the capture of a 20-year-old Great Falls man in connection with a series of cabin burglaries in Cascade and Chouteau counties, officials announced Friday. Ian Michael Johnson, 3101 2nd Ave. a grocery stocker originally from Mississippi, was arrested last week and charged with felony burglary and theft and misdemeanor criminal mischief, according to a Cascade County Sheriff's Department press release. "The investigation is continuing and more arrests and recovery of stolen property is expected," the Sheriff's Department announced.

The arrest came after a sevenmonth investigation. It followed the burglaries of eight cabins in the Sudden Valley and Dearborn areas of Cascade County, two cabins in the Highwood Mountains and one in Great Falls, according to the Sheriff's Department. About $4,800 worth of stolen property, including a pickup truck, has been recovered. Couple found dead in rural Bigfork BIGFORK (AP) Lake County authorities are investigating the apparent murder of a man and woman whose nude bodies were found in a bedroom of their rural residence by a neighbor investigating a foul odor. The victims were identified Friday as John 41, and his wife, Nancy, 32, who moved to the Flathead Valley from Boulder, a few months ago.

Lake County Sheriff Joe Geldrich said there was evidence of a forced entry to the house, which is 8 miles southeast of Bigfork. He said both apparently had been shot with a small-caliber handgun but no weapon was found. The bodies were found Thursday evening. The bodies were taken to the State Crime Lab in Missoula for autopsies. A neighbor alerted authorities after seeing an open door and smelling a foul odor coming from the residence.

City extends deadline for townhouse plan By Tribune Staff City commissioners have granted a developer a one-year extension to finalize plans for the first stage of a residential project that could bring a development of up to 370 townhouse units to southern Great Falls. County commissioners took similar action earlier in the week.

The city conditionally approved preliminary plans for the Cascades Subdivision in April 1990, subject to the MLS Group of Staten Island, N.Y., complying with certain conditions. The group didn't meet the conditions within the three-year requirement, but sought a one-year extension this year, according to CityCounty Planning Director John Mooney. Its local representative is engineer Wayne Dean. The proposed development would be on 58 acres of land along the east side of 13th Street South between 24th Avenue and 31st Avenue South. In other matters this week, the commission: Awarded a $33,370 engineering contract to Morrison and Maierle of Great Falls for work in designing road and utility improvements on several streets in southwestern Great Falls.

They include Park Garden Road between Fox Farm Road and the Missouri River; Linden Drive between Adobe and Park Garden Road and Swan and Robin courts. On a related note, City Manager John Lawton said preliminary planning is being completed for major road improvements on Fox Farm Road and he expects construction to start by late summer or early fall. The new post will pay between $30,000 and $35,000, depending on qualifications and experience.

Minimum requirements are a bachelor's degree in business or a related field and three years experience in personnel management. County Commissioners would prefer somebody with significant experience in collective bargaining negotiations and conducting employee assistance programs. In recent years a few county department heads negotiated contracts and the auditor's office handled other personnel aspects, according to Commissioner Jack Whitaker. But that policy came to an end when bitter feelings were left after the strike of courthouse employees in the summer of 1991, he said. This year the county hired Duane Johnson, Lewis and Clark County's personnel director, to negotiate its contracts when no other department heads wanted to.

The commissioners decided to hire a personnel director during this year's budget review for several reasons, Whitaker said. The new official would administer a new employee pay classification plan being draw up, would handle labor negotiations and laws on disabled people, minorities and women.
