Thursday, October 10, 2002 The Columbian-Progress 3 A Canadian museum honors Columbian cowboys Legends of Bluegrass and Country Music to be held this weekend Bascom family traveled to Raymond, Alberta to accept the title of "Rodeo Family of the Year." The Bascoms' professional rodeo dynasty started in 1918 after John W.B. Bascom moved his family to Canada from Utah. He and his four sons, Raymond, Melvin, Earl and Weldon, started the family's rodeo tradition, which now extends into the fifth Earl and Weldon Bascom came to Columbia in 1935 to produce the first rodeo in the area. That rodeo is now known in rodeo history as the first night rodeo held outdoors under electric lights. The two brothers stayed, working for the Hickman Ranch, and married local girls.

Earl married Nadine Diffey and Weldon married Rose Flynt. Bascom family members have since competed in rodeos in the United States, Canada and Europe, participating in just about every aspect of the sport from bull riding to wild cow milking. The late Earl W. Bascom is also credited with designing rodeo's first hornless bronc saddle, the first one-hand bareback rigging, the side-delivery rodeo chute and the high-cut rodeo chaps, all of which are still used at professional rodeos around the world. He is also recognized as a rodeo artist and sculptor.

Jimmy C. Newman, along with many other great artists, will perform at Legends of Bluegrass and Country Music at the Columbia Expo. Center this 10, 11 and 12. Newman is one of the best known and most commercially successful artists whose style is deeply rooted in the pulsating, fiddle-driven music of the Louisiana Bayou country where he was born and reared. Though known primarily as a cajun music artist, he has scored major country chart successes with ballads that include Cry, Cry Darling, A Fallen Star, Daydreamin Blue Darlin' and Back Pocket Money.

Funding to achieve full staff capacity is needed. 14. The grand jury strongly recommends that the state office provide the Columbia Training School staff with an itemized budget and the authority to procure necessary items without submitting a purchase order through the state office. 15. The grand jury recommends that the Columbia Training School re-instate its overtime pay policy in lieu of providing "comp time" for its employees.

The grand jury has recommended that the maximum fee allowed per diem for service be paid to those serving and that this be brought before the Board of Supervisors for consideration. And now, having completed our work, we, the grand jury respectfully ask to be discharged until and unless called back into session by your honor, according to law. Certificate the undersigned, Cass Barnes, clerk of the Board Supervisors, auditor and treasurer of Marion County, do hereby certify that I have examined the accounts, dockets and records of Jesse Loftin, circuit clerk; Cass Barnes, chancery clerk; Richard "Rip" Stringer, sheriff; Marshall Byrd, tax assessor-collector, and the officers of the Justice Courts of Marion County, and find that they have made proper settlement by paying into the county treasury such monies as they have been charged with under the law. This certificate is in compliance with Section 19-17-17 of the Mississippi Code of 1972 and the certifications herein are subject to the disclosure as would be made with a full and complete audit of said officers.

The records of this and all other county officers are available for examination by the Grand Jury Committee thereof, and we extend full cooperation and assistance in such examination as the grand jury would desire to make. Witness my signature, this the second day of October, 2002. Cass Barnes School: The grand jury did tour this building and no recommendations are noted. As to Jefferson Middle School: 1. A sidewalk in front of the school is recommended.

The sidewalk should start at Maxwell Street and run to West Avenue. 2. A handicap bar is needed in the boys' restroom. 3. A drain cover is needed in the floor of the boys' restroom.

As to Columbia High School: The grand jury did tour this building and no recommendations are noted. As to Columbia Training School: The grand jury reviewed recommendations from past grand juries and found that the following recommendations have not been carried out as of yet: 1. A set time for receiving students needs to be implemented. 2. Air conditioner units need to be installed in the recreation hall and the lock down unit 3.

New equipment is needed for the recreation building. 4. Additional staff needs to be added for the recreational area. 5. The lower roof on the recreational building is still in need of repair.

6. The chapel is still in need of attention. The floor needs repair as well as the air conditioner. 7. Complete renovation of the chapel and psychology building is still recommended.

8. The Singley Cottage needs total renovation. 9. All power poles need to be replaced. 10.

New chairs for the cottages need to be purchased for the entire school. 11. This grand jury again follows the recommendation made by the May 2001 grand jury in that it also recommends that the forthcoming grand jury review this report to ascertain the status of the recommendations in this report. The next grand jury should inquire of state and local school personnel the status of any expenditures which have been made from the timber revenues received from a timber sale on the Columbia Training School work done. 6.

The tile in the boys' dressing room in the gym has not been replaced. It is in progress. 7. Arrangements have been made to replace the carpet with tiles in the boys' dressing room. 8.

The gym roof has been repaired and does not leak. 9. The leak in the main part of the gym by the heater has been repaired. Improvements Which Have Been Made: 1. There are two new science labs which have been constructed.

These have modern lab tables with room for the students to do their work. 2. All restrooms have been remodeled. 3. The agriculture department has been remodeled and the grand jury was very impressed with the up-to-date equipment used in the teaching process.

A green house has been built which should be in use next semester in which the students will be taught to grow and sell plants. 4. All the classrooms have been equipped with internet capabilities and additional electrical outlets. 5. The teachers' lounge has been remodeled.

6. The cafeteria has been remodeled and enlarged to accommodate the students and staff. Improvements On Hold For Lack Of Funding At Present: 1. A-Wing ceiling tile is still in need of repair. 2.

The exterior windows in the field house have not been replaced yet. 3. The chairs for the band hall are still needed. 4. The light fixtures in the gym lobby still need replacing.

As to Columbia Primary School: 1. Rooms 23 and 24 need ceiling tile. 2. Lovalyn James' room needs an air vent for the restroom, and ceiling tiles need to be repaired or replaced. 3.

the ceilings in th entire building need to be examined and repaired where needed. 12. A light bulb is needed in the ladies restroom. 13. The grand jury recommends a larger visitation area for children who are in the custody of the Children and Human Services custody.

14. Both entrances need painting. As to the MarionWalthall Regional Correctional 1. The grand jury notes that there are damaged ceiling tiles in the county side hallway coming off of the sallyport. The grand jury recommends that the tiles be replaced and that the problem with the condensation be addressed.

2. Security windows that are broken need to be replaced. 3. State lockdown cells need to be repainted and cleaned. 4.

Tray flaps in doors need to be closed when not in use. 5. All broken glass needs to be replaced. 6. Mats are needed at all entrances.

As to the District Attorney's Office: 1. More storage area is needed. The files in the back hallway constitute a fire hazard. 2. The air conditioner in the front office is controlled by the other side of the Justice Court building.

Duct work which would combine the front office with the other duct work for the unit in the District Attorney's Office needs to be done. 3. Damaged ceiling tiles need to be repaired or replaced. As to East Marion High School. The grand jury notes no recommendations.

As to C-Wing, East Marion Elementary School: 1. A padlock had been placed on the breaker box; however, it needs to be kept locked. 2. The exit sign needs replacing with an exit sign which lights. As to West Marion Primary School: 1.

The road at the south gate needs a new culvert to allow the water to drain under the gate. This area floods when it rains. As to West Marion Elementary and Junior High School: 1. The elementary playground needs a drain. 2.

The front of the fifth grade building needs adequate drainage. 3. Bathrooms on both the elementary and junior high wings need soap and paper towels. 4. Bathrooms on the junior high wing have non-working soap dispensers.

5. The paper towel dispenser in the elementary restroom is broken. As to West Marion High School: 1. The floor tiles have been patched in the main hall floor. There is litigation with the roofing company, which caused the tile to get wet during re-roofing.

2. A-wing boys' restroom has been repaired. 3. B-wing floor tiles have been repaired. 4.

The band hall outlets have been repaired andor replaced. 5.
