George Romney said the fight against water pollution may be losing ground because "the federal government has failed to follow through with funds for 1U announced antlpollutlon programs." "Many communities are holding back In the hope that the longer they hold out, the more likely they are to get a larger federal grant," the governor said. Romney's remarks were Included in a speech prepared for delivery at the second annual Conference of State and Federal Water Officials.

"States and regions have been encouraged to develop comprehensive water resource plans," Homney said. "However, sound coordinated planing of water resource programs has been hampered by the multitude of inflexible federal programs fragmented among numerous federal agencies. "Consequently many decisions on allocations of reservoir storage, federal construction projects and federal grant programs are made without regard to regional and state goals." FLAW Romney cited as "another in. stitutional flaw" what he termed a lack of flexibility in dealing with the diversity of water prob icms and conditions. The country, he said, his no responded to a federal docu ment calling for national eco nomic development and devel ment of each region.

"In my judgment, an example of this failure is the attempt to impose a single uniform national water quality policy," Romney said. "Too often, legitimate by responsible states for exemption from national conformity have viewed as barriers to progress," he said. "Far too seldom are they recognized for whai they are necessary of the diversity that fosters the dynamic growth and develop ment of our nation." The governor caled for "new alii innovative approaches that wiff give statse a dn rgnis oae will give states and regions a real voice in developing nationa water resource goals, priorities and policies." SSoney of course is important, Homney said, hut the solutiot to water problems ultimately is a question of "sound organizi tion, strengthened institutions and dedicated ARGENTINA Soviets Pay $25,000 Fine For Fishing MAR DEL PLATA, Argentina (AP) --A seized Soviet vesse was freed today after paying a $25,000 fine for unauthorized fishing operations within Argentina's 200-mile limit of territorial waters. The fishing and factory ship left this part city be. fore dawn.

A navy cutter is escorting the Golfstrim until she leaves the 200-mile limit. The Golfstrim was captured by Argentine warships oa June 21. Four Russian trawlers also spotted in the area fled before the warships arrived. The Golfstrim was damaged by two shots fired by the Argentine vessels after the Soviet ship ig; Ted an order to surrender. maritime police announced the Golfstrim was freed after the Soviets agreed to pay the fine fixed by the Argentine government.

SHERIFF QUITS POST BEULAH (AP)-Benzie County Sheriff Thomas Kenney Tuesday resigned from the post he held the past three years for personal reasons. He was appointed sheriff in 1965 following the resignation of Sheriff Delbert Rice. Delbert's brother, Albert, was named to fill Kenney's UMXpired term.
