The center employs about 120 people, working in Great Falls, Havre and the Shelby area. Members of a union representing non-professional employees at Golden Triangle Community Mental Health Center have voted to strike, but the center's director is calling the threat a "bargaining tactic." Members of the Construction and General Laborers' Local No. 1334, made up at the center of 50 to 60 mostly aides, secretaries and case managers, approved a strike in a vote Tuesday night. No deadline has been set, union business manager Dave Burnett said. "It's just putting management on notice," Burnett said.

"We are more or less starting over and going through it again," Lt. Dave Warrington, head of detectives said, of the unsolved case in which Morris Davis Jr. was found shot to death at a vacant westside house in February 1985. Morris was a well-liked 23-year-old whose bullet-riddled body was found by another delivery man for Howard's Pizza after he failed to respond to a radio call. Police believe the killer ordered the pizza delivered to the house 1015 6th Ave.

N.W. then broke in to be there when Morris arrived. An undisclosed amount of money was taken. Since then, a number of detectives have handled the case, which never has been closed. "You never close an unsolved homicide," Warrington said Wednesday.

"That remains open until it is solved or dies with us, whatever. You might discontinue until you get other leads and reopen it." Tuesday, police issued a six-paragraph news release stating that the gun recovered in 1988 from a local pawnshop that was thought to be the murder weapon was not. The release also said two full-time detectives are actively pursuing "developing leads," but Warrington MILES CITY (AP) The state Justice Department is helping the Custer County sheriff's office investigate the gun and fire attack last weekend that left two members of a farm family dead and two others critically injured. Her husband, Claude, was shot in the abdomen, and another son, Jeff, was burned on more than 75 percent of his body. Marc Racicot, said the process of relocating the employees will cost $150,000 to $175,000 and should be complete by the end of May. Although the price tag is higher than for two other options considered by Racicot, moving expenses were not the major factor in the decision, Ashley said. "We shouldn't let one-time moving costs outweigh the savings from a logical arrangement of services," he said. The reorganization plan, approved by the 1995 Legislature, reduces the number of agencies by two. The departments of State Lands, Health and Environmental Sciences, Family Services, Social and Rehabilitation Services, Corrections and Human Services, and Natural Resources and Conservation have been rearranged into four agencies.

The new departments are Environmental Quality, Natural Resources and Conservation, Corrections, and Public Health and Human Services. The changes are designed to group together related state functions to improve coordination and efficiency of government programs. Ashley said the exact number of employees to be moved will depend on the final organization of the largest agency, Public Health and Human Services. So far, officials expect 136 of those workers will move to different offices. About 213 employees in the Department of Environmental Quality will be relocated, and 119 Department of Natural Resources and Conservation will be moved from their building.

Another 37 employees scattered in, other offices also may have to move. County gets $410,000 in settlement HELENA (AP) Lewis and Clark County will get $410,000 in a settlement with a Houston securities company accused of fraudulently selling the county high-risk investments, county and state officials said Wednesday. The agreement was reached between the county, state Auditor and Securities Commissioner Mark O'Keefe, and Government Securities Corp. County Treasurer Paulette DeHart said the settlement, which will be paid over the next 13 months, provides the county with a 6 percent return on the investments made through the securities firm. O'Keefe said the company also agreed to pay his office $2,000 to cover its costs of investigating GSC's dealings with the county.

In August, O'Keefe accused the company of failing to disclose the true risk of mortgage bonds known as collateralized mortgage obligations, or CMOs, that were sold to the county. He also said the company falsified documents to make it appear the level of risk was less for such investments. He said Wednesday the company, which denied any wrongdoing, began negotiate a settlement immediately after the allegations were made. Cyclist killed WHITEFISH (AP) A 26-year-old Whitefish man died when he was hit by a train while riding his bicycle across a train trestle near here. Flathead County Sheriff Jim Dupont identified the victim Wednesday as Christopher M.

Savage. Dupont said there was no damage to the bicycle, indicating that Savage may have fallen off the bike Tuesday when he tried to grab the train for a pull. Savage had no identification on him, so officers took the bike to two shops in Whitefish. A repairman said he had worked on the bike recently and identified Savage as its owner. Plum Creek, haulers reach agreement KALIS PELL (AP) Plum Creek Timber Co.

and the Northwest Log Haulers reached a tentative agreement Wednesday that will have the log haulers return to work after a brief stoppage. The log haulers complained that the company's method of assessing hauling rates is out of date and does not cover modern fuel and repair costs. They also said drainage dips to control erosion on company-built roads are hard on trucks and dangerous. Plum Creek timberlands manager Mike Covey said the company is willing to update the hauling rate structure. On Monday, log haulers refused to serve Plum Creek mills from Miss-roula to Eureka.
