June 18.1870 DelU DeCTOcrat-Tlrnet Greenville, Misussipp Church OKs more women on panels MEMPHIS (UPP-The 110th General Assembly of the Presbyterian Church in the United States agreed Wednesday to be guided, but not bound, by a suggested quota system designed to place more women on the boards and agencies of the church. The quota system, reported to the assembly by the Standing Committee on Assembly Operation, was proposed by the General Council, the church's top administrative body. In its original form, the proposal would have required the appointment of a given number of women to each board and agency. Still scheduled to be considered by the assembly was a report on the state of the church.

The report, prepared by a special committee, was to be recommended the number of changes designed to settle unrest in the church. The report said the prime cause of unrest appeared to be a loss of confidence in the Presbyterian form of church government. A number of comm sioers (delegates) objected to the establishment of a quota system for women on grounds that itcould be self-defeating. It was agreed that the quotas proposed by the council would be used simply as guidelines. One of those speaking against adoption of the quota system was Dr.

W. Edward McNair, a professor at Agnes Scott College for Women at Decatur, Ga. He said the proposal could "open a pandora's box where quotas could be imposed for every minority. "I am not here voting against women," McNair said. "If I didn't believe in women, I wouldn't have a job.

I am recommending a vote against the quota system." Dr. Evelyn Green of Atlanta, executive director of the church's Board of Women's Work, favored the quota. Dr. Green said while the appointment of women had been possible for a number of years, "the fact of the matter is that it just hasn't happened." "Without guidelines, qualified women nominees have tended to be ignored, forgotten or pushed aside," she said. In other action Wednesday, the assembly approved without serious debate a report on national ministries.

The Committee on Review and Control of Synods--the group handling the state of the church report--began its report with a recommendation concerning a continuing study of the Synod of Mississippi. The assembly agreed with the committee recommendation that the Synod "be requested to continue its pastorai committee, charging it to use every means at its disposal to establish further fairness, justice, and brotherlyness in the church courts." The assembly also adopted a recommendation that the Synod of Mississippi be commended in writing by the stated clerk and the moderator for improvements in attitudes and practices since the study was begu in 1967. "Disturbing symptoms are tearing our nation apart now, not just threatening to," said Mayor Carl Stokes of Ceveland. "We haVe got to make it clear to Washington there will be no retreat from our position." G. Seibels mayor of Birmingham, led southern opposition to the resolution.

He said mayors do not have enough knowledge to recommend spending cuts on space and war spending. "I feel that the people who are in charge of space, military and agricultural problems probably know what they are doing," Seibels said. The original resolution was amended by Milwaukee Mayor Henry Maier to include specific areas of recommended cuts. The amendment, accepted 71-46, headed off an expected floor fight from Stokes who supported a resolution mentioning the Vietnam war. The amended resolution said "priorities of the urban areas can be acted upon by using funds from programs which prudently can be deferred--such as programs in space, military, agriculture, highway construction and research in these areas."
