4 THE HARTFORD COURANT: Sunday, January 19, 1992 H9 Valentines for hospitalized veterans: Ann's call goes out Ann Panders sands of children sent brightly decorated handmade cards and wrote letters. Once again, the North Shore Hilton in Skokie, 111., presented Hines with a 5-foot valentine that had been displayed in the hotel lobby and signed by hundreds of guests. The Hilton pastry chef baked a huge cake, beautifully decorated for the veterans to enjoy. Many VA hospitals around the country had special activities. The Tomah, VA Medical Center even gave an Ann Landers Sweethearts'Dance.

On any given day there are approximately 60,000 veterans hospitalized in the 172 Department of Veterans Affairs medical centers Landers-Valentine Vet program was overwhelming. More than 1.5 million valentines arrived at Hines VA Hospital near Chicago, the central mailing point. One hundred volunteers worked for three weeks to box the valentines and ship them to the other 171 medical centers around the nation. More volunteers were on hand at these facilities to distribute the valentines to patients. Cards and letters were sent by individuals, schools, churches, community organizations and businesses all over the world, including Saudi Arabia, Taiwan, Australia, Tokyo, Canada, the Philippines and Germany.

Teachers once more made this celebration a class project, and thou- nationwide. These men and women served in World War World War II, Korea, Vietnam and the war in the Persian Gulf. They represent every race, color and creed. We can never repay these valiant vets for the sacrifices they have made, but we can do something to cheer them up and let them know they have not been forgotten. Valentine's Day is February 14, and it falls during National Salute to Hospitalized Veterans Week.

Be a sweetheart and send a valentine to a vet. If you are creative, you might even make one. Should you care to send more than one valentine, that would be OK, too. As is the case with adults, children are highly motivated to maintain their standards of living. For adults, the standard is a matter of money, for children, privilege. Finally, there's the matter of your dilemma. While it's certainly not prudent to assign a restriction you can't enforce, a restriction can still be effective even when enforcement can't be completely guaranteed.

Let's say you tell your son he cannot leave the house on Saturday. At noon on Saturday, you leave the house for the shop, returning at 3 p.m. During your absence, your son goes outside to visit with a group of friends. He will probably go no further than the yard. After all, he's got to stay close enough to the house to get back inside quickly, as soon as your car comes into view.

In other words, even considering his "escape," which was hardly satisfactory, he still served the better part of his sentence. Therefore, the restriction serves its purpose, which is to penalize the misbehavior in question and deter a repeat performance. A child does not have to completely cooperate in a punishment in order for it to be effective. Just as there is no perfect child, there is no perfect means of discipline. We're having a problem coming up with appropriate punishment for our 12-year-old son. He's not a big problem, but like all children his age, he occasionally misbehaves. You generally recommend a restriction of one sort or another for punishment.

My husband and I run a busy retail business, which means neither of us is home after school to supervise a restriction. I divide my Saturdays between home and the shop, and I never know when business is going to demand my presence. How can we restrict when we're not there to supervise? In lieu of that, are there other, equally effective means of punishing a child of this age? A. Your question raises several equally interesting issues, the first of which concerns the commonly held belief that when a child misbehaves, punishment (a corporal, material or recreational penalty) is in order. Not so.

When a child misbehaves, some consequence is due; punishment, however, is but one of the available options. Other options include a stern (albeit calm) reprimand, an open discussion of why the behavior took place and how it can be prevented in the future, or even a simple acknowl-edgment-of the misdeed along with an equally simple statement of disapproval, as in "I know you got in trouble at school today, and all I have to say is I'm not pleased."
