Olney, Burbank stock broker and 21-year resident of city, has been named chairman of Burbank Planning Board, replacing outgoing chairman i Elected vice chairman was J. Edward Farrell. Actor producer Noonan died yesterday at the Motion Picture Country Hospital in Woodland Hills.

Doctors had expected death to come more than a week ago. Noonan would have been 47 on Monday. He entered the hospital last August for an operation to re move a malignant brain tumor. Two weeks ago he lapsed into a semi-coma. Noonan's wife, the former dancer Carole Langley who used the professional name Pocahontas Crowfoot, had been spending much of her time at the hospital in recent weeks, but was not at her husband's bedside when death came about 8 a.m.

School Programs Two Central Valley men have been selected by Pacific Telephone for its demonstration program in elementary schools. Dennis Waite of Nuys and Norman A. Usher of Panorama City will give special programs to demon? crate how telephones are and explain basic workings of the telephone system.
