(AP) More than 170 protesters were arrested Tuesday in carefully choreographed demonstrations as they tried to interfere with CIA recruiters on the University of Colorado campus. Wearing white armbands, the protesters gathered outside Willard Hall, where the CIA recruiters were interviewing students. They made short speeches denouncing the CIA then were arrested as they approached the building in groups of three or four. LOS ANGELES (AP) Tom Bradley led handily in early returns Tuesday as he bid to become the first Los Angeles mayor elected to four full terms. With only some of the 64,000 absentee ballots counted, Bradley had 11,379 votes, or 58.7 percent, to 7,520 votes or 38.79 percent, for Councilman John Ferraro, who pinned his hopes on forcing a runoff.

An exit poll showed Bradley garnering a hefty 70 percent of the vote. If that trend held, it would be Bradley's largest victory in his mayoral career. Pollster Steve Teichner conducted what he described as a "preliminary" exit poll of 2,000 voters throughout the city that showed Bradley would get as Report. Montana Power filed last fall for a phase-in rate increase to pay for its costs of Colstrip. The increase, if granted, would reach $129 million within four years and drop back to $82 million after an additional three years.

A hearing on the request is scheduled for later this year. The PSC has granted Montana Power an interim increase of $21.4 million, in-" eluding $8.5 million to cover part of the cost of Colstrip 3. After the PSC decision, Montana Power officials said in August that the Salem proposal and Carter dam were being put "on the shelf" until the PSC allowed the company to recover its costs of Colstrip 3. That decision to indefinitely drop the projects was made official in the latest edition of Montana Power's projection of electric loads and resources prepared late last month. The Salem project, which had originally been called Resource 89 in anticipation of being built by 1989, had been rescheduled to the early 1990s because of lower electric demand.

The coal-fired plant would have employed a peak work force of 1,000 and a permanent staff of 160. In 1981, Montana Power estimated it would have an annual payroll of $4 million in 1981 dollars and raise the local tax base by 50 percent. It projected the cost of the plant at $535.5 million in 1989 dollars. The Carter Ferry project was to be located 15 miles downstream from Morony Dam, the last of the five dams on the Missouri River in the Great Falls area. It was originally scheduled for completion in 1994 at a cost of $115 million in 1981 dollars.

Montana Power projects that its Swede STOCKHOLM, Sweden (AP) Doctors at Karolinska Hospital performed the first artificial heart implant outside the United States, placing a metal and plastic Jarvik-7 heart in a Swede with an "enormous will to live." Dr. Bjame K.H. Semb, a Norwegian surgeon who led the 12-member team that carried out the world's fourth artificial heart transplant Sunday, said the patient was in "unexpectedly good shape" Tuesday afternoon. He was identified only asa Swede in his mid-50s. Semb said the patient had requested anonymity and that all personal details be withheld "as long as he is helpless." Semb, 45, told a news conference the patient was "off the respirator, awake and talking." He said Robert Jarvik, the American inventor of the artificial heart, was present at the operation to offer advice.

Snow, cold plague part of nation By The Associated Press Up to 10 inches of snow fell in the central Appalachians Tuesday and snowflakes clung to spring flowers in the nation's capital, while thermometers hit record lows for the date from Michigan to Florida. Freezing temperatures spread as far south as Huntsville, which tied its record for the date of 32 degrees. At least three traffic deaths were Warned on the snow. Clark died 112 days after the operation. Semb said he had performed implants of artificial hearts on calves at the clinic in Salt Lake City. He said he had also visited Dr. William C. DeVries at Humana In connection with DeVries operations of Schroeder and Haydon.

DeVries is the only American surgeon authorized to implant the Jarvik-7. Bob Irvine, a spokesman for Humana said: "We (Humana officials and DeVries) knew about it (the Swedish implant) yesterday. Dr. DeVries was consulted about the operation and was in contact with the surgeons." Semb performed two human heart transplants in 1983 while he was professor of heart surgery at the National Hospital in Oslo, Norway. He has also worked with the renowned U.S.

heart surgeon Dr. David Hume. Council members, considered several ballot measures and picked a handful of school board members. In the 3rd Council District, incumbent Joy Picus, who drew the ire of a Republican opponent by getting an endorsement from President Reagan's daughter Maureen, was far ahead of her five challengers. She had 895 votes, or 57.7 percent, well above the 50 percent margin needed to avoid a runoff.

Although the 67-year-old Bradley campaigned vigorously up until the last day, his re-election to the non-partisan post was widely predicted. He comfortably outdistanced Ferraro, 60, in public opinion polls throughout the campaign. From 1-A Montana Power is no longer counting its 210-megawatt share of Colstrip 4, which it is actively trying to sell. To replace the major projects, Montana Power said it intends to rely on hydro redevelopment and retrofit projects, purchased power contracts with other utilities, new hydro projects, mandated purchase of power from alternative energy producers and stepped-up conservation programs. If the power purchases don't prove available, Montana Power said it may redevelop four existing dam sites, including Ryan Dam at Great Falls.

The others are the Milltown, Kerr and Thompson Falls dams in western Montana. The utility noted that it is being forced by a 1978 federal law to buy power at rates set by the PSC from "qualifying facilities" that generate power from wind, small dams and cogeneration of power as a byproduct from other factories. It projects acquiring 213 megawatts of power, nearly six times greater than the 36 megawatts forecast last year. It also is projecting between 26 and 49 annnual megawatts of electric resources being available to the company through conservation programs by 1995. This report was filed recently with the PSC.

It is separate from a long-range plan required to be filed with state Department of Natural Resources, but contains much of the same information. The Natural Resources Department reports had been due April 1, but are now due July 1 under a law enacted this year that took effect last month. Semb said the Jarvik-7 heart was purchased from the university clinic in Salt Lake City, Utah, where the first artificial heart implant was made in December 1982 on Barney much as 70 percent of the vote. "That is enough good news to last us over," Bradley told supporters at his post-election party downtown at the Biltmore Hotel. Voters also chose a new city attorney and city controller, decided whether to re-elect eight City total electrical sales will grow at a rate of 1.3 percent a year through 2008, which is lower than the rate experienced from 1960 to 1984. It attributed the decline to a projected slower statewide growth rate and increasing real prices for electricity. In the report, Montana Power said it is being forced to change its 'resource acquisition policies to meet' its electrical demand.

"Despite MPC's long-standing commitment to meet its utility obligation to serve the demands of its customers in a safe, reliable manner at low cost as a result of prudent, long-term planning, this document displays a plan for future resource acquisition which may not necessarily meet those criteria," the company said. Because of the "changing regulatory atmosphere," Montana Power said it's being forced to rely instead on "large, future purchases from other suppliers of unknown origins." This reliance "may well be misplaced," the utility said. "There currently is no reasonable assurance that those purchases will be available for our customers and, if available, that they will be the lowest cost among other alternatives," the report said. The utility said it is being forced to do so "until a realistic energy policy" is developed by state regulators that recognizes the need for long-term planning and fairly compensates utilities for investments made for the long-term benefits of consumers. Until then, MPC said it considers this planning method to be "contrary to the best interest of this state and its consumers."
