Fechner as director of the Tucson Veterans Administration Hospital who has been associated with the Veterans Administration since 1946, comes to Tucson from Grand Junction, where he served as director of the VA hospital.

The 402-bed hospital here has 545 employes. Fechner, who became director of the local hospital in July 1969, will take charge of the 1,581 bed VA hospital at Long Beach, Calif. -Clark received a bachelor of science degree from Oklahoma AM. He served in the Navy, attaining the rank of lieutenant commander. 'Budweiser' No Longer Sees Double PITTSBURGH (AP) A 65-year court battle over the use of the name "Budweiser" by two brewing companies apparently came to a head yesterday when a federal judge shut off the tap on Budweiser." Judge Louis Rosenberg ruled in U.S.

District Court that the name "Budweiser" is now the exclusive trademark of Anheuser-Busch, of St. Louis. Anheuser-Busch and the DuBois Brewing of DuBois, have fought over the name since the DuBois firm started using it in 1905. Anheuser-Busch had been using the name as a trademark since 188C. The two companies in the past reached several court agreements limiting the area in which the DuBois product could be sold, but each agreement was marred by charges of violation.

Judge Rosenberg ruled that DuBois can no longer sell or bottle beer under the Budweiser name and must destroy all labels with that name by Oct. 31. Officials of the DuBois company signed an agreement to that effect, thus apparently ending the fight ANDY CAPP Sanitary Garbagemen BLACKWELL, England (UPI) Blackwell officials have complied with a request by the town's garbagemen that their garbage truck be fitted with a hot water unit so they can wash their hands before eating their lunches. LIFE OF FANTASY ENDS 'Superman' Freezes In His Refrigerator HOLLYWOOD (AP) Arthur VV. Mandelko led a strange life in an unpredictable town and died strangely in his refrigerator.

Police detectives William Mereier and Terry Pierce said Mandelko played Superman at night wearing the appropriate costume and sometimes posed as a police officer. The diminutive. 24-year-old man committed suicide, the coroner said yesterday. The refrigerator door was tied shut from the inside by a rope. "Mandelko's landlord, who had reported his tenant missing three weeks ago, opened the refrigerator while taking an inventory of the apartment's contents.

Inside was Mandelko's frozen corpse. He was fully clothed, sitting with his knees against Ms chin. The coroner estimated the man had been dead for four weeks. Inside the apartment, said the detectives they found a man-sized robot made of cardboard, rags and tape. It had what looked like electronic devices, but none seemed to function.

A closet contained a Superman suit and a Los Angeles police officer's uniform. There also was a badge and a toy pistol in a holster. Neighbors said Mandelko's fantasy life began at night, when he played crime fighter. In June officers ordered him to get rid of a motorcycle equipped with a red light and a siren. Peter Marchman, 3(f, his landlord, said: ''Every other night he'd climb on the roofs of the bungalows and jump from roof to always wearing that Superman outfit." Mandelko ceased his roof- jumping, his landlord said, when other residents complained of the thumping sounds.

Thereafter, he combined his two identities wearing the Superman outfit' beneath a police uniform. The detectives said Mandelko, was an orphan born in Chicago, adopted by William and Dorothy Mandelko at age 13. Upon their! deaths, he inherited some money. He left an estate of nearly $45,000, his lawyer said. Topless Dancing Rulin Left Up To Magistrate The decision of whether topless dancing will be permitted in Tucson nightclubs has been put into hands of city magistrate Harry Gin.

Arizona Court of Appeals yesterday decided that validity of the city's ordinance banning such action will have to be ruled upon first by a lower court.
