SARAJEVO day, the United Nations announced a change in the five-member UN war crimes commission set up a year ago to collect and analyze evidence of atrocities in the former Yugoslavia. Bassiouni, a member of the commission since its inception, was named chairman, succeeding Frits Kalshoven of the Netherlands, who resigned for health reasons. In Croatia, meanwhile, a relief convoy set out for Maglaj on Thursday amid reports that at least six hungry people trapped in the Muslim enclave had died in a desperate search for food. The 75-ton UN aid convoy left Zagreb, the Croatian capital, early Thursday for the government-held town.

If the trucks do arrive, they will be the first to reach Maglaj since June 1, when another convoy came under shell fire that killed three aid workers. win the endorsement of all Security Council members. They were Cherif Bassiouni, an Egyptian-born law professor at DePaul University, and former Indian Atty. Gen. Solijehangir Sorabjee.

Escovar Salome, as attorney general, played a leading role in pressing corruption charges against Venezuelan President Carlos Andres Perez, who was suspended from office earlier this year. The international tribunal will try those accused of war crimes-such as murder, torture, rape and ethnic cleansing committed in the former Yugoslavia since the Balkan federation began to disintegrate in 1991. It may not impose the death penalty but can hand down prison terms, to be served in countries offering penal facilities. DP WEE fDME gflMMF, ABE. rati i5 4 i r- 'V- 'u-iii 'ti From Tribune Wires NEW YORK The United Nations Security Council on Thursday appointed Venezuelan Atty. Gen. Ramon Escovar Salom, who spearheaded corruption charges against his own country's president, to prosecute people accused of war crimes in the former Yugoslavia. A resolution adopted without a vote at a brief council meeting named the former foreign minister and justice minister to the key post of prosecutor on a UN war crimes tribunal established earlier this year.

The General Assembly last month elected the 11 judges to serve on the court, located at The Hague. But the tribunal's work has been delayed because two previous candidates for prosecutor nominated by Secretary General Boutros Boutros-Ghali failed to Burundi army seizes power from president Associated Press NAIROBI, Kenya The president of Burundi was seized Thursday in an army coup that halted the tiny Central African nation's transition to democracy and stirred fears of new ethnic bloodletting. In Belgium, Burundi's former colonial power, BRTN radio said unidentified sources reported the rebels had killed President Mel-chior Ndadaye. BRTN said that Burundi's neighbor, Rwanda, had broadcast similar radio reports, but that none of the accounts had been confirmed. Earlier reports from Burundi said Ndadaye, 40, and three Cabinet ministers were being held at a military base near the capital, Bujumbura, and a search reportedly was under way for other leading government figures.

Burundi's minister of information told state radio in Rwanda that soldiers were putting down resistance to the coup, and that he and other officials went into hiding in the capital after Ndadaye was seized. "We have noticed spontaneous movements of demonstration in favor of President Ndadaye, which are apparently being violently suppressed by the Jean-Marie Ngendahayo told Radio Rwanda. "The entire town is currently tightly controlled." The country's borders and the port at Bujumbura were closed, and a curfew was imposed from 6 p.m. to 6 a.m., according to radio reports monitored by the British Broadcasting Corp. The United States arid other Western countries condemned the assault on Burundi's infant democracy and suspended millions of dollars in aid.

1 The Burundi Embassy in Rwanda said the coup was masterminded by former President Jean Baptiste Bagaza and led by the army's chief of staff, Col. Jean Bikomagu. The coup leaders belong to the minority Tutsi tribe, while Ndadaye belongs to the majority Hutus. Burundi, a mountainous country about the size of New Hampshire and with a population of 5.4 million, lies on the northeast side of Lake Tanganyika and is bordered by Tanzania, Rwanda and Zaire. Thousands have been killed in periodic clashes between Hutus and Tutsis since Burundi won independence from Belgium in 1962.

Although a minority, the Tutsis dominated the government and economy until Ndadaye became the first democratically elected president in June. U.S., Albania widen military alliance Reuters WASHINGTON The United States will train Albanian troops under an agreement expanding military cooperation between the two countries, the Defense Department said Thursday. Defense Secretary Les Aspin and Albanian Defense Minister Safet Zhulali have signed a memorandum of understanding aimed at increasing U.S. ties to Albania's military, it said. Albania, with a population of about 3.2 million, is surrounded by some unfriendly neighbors-Greece to the south, Serbia and Montenegro to the north and Macedonia to the east Communist rule ended in 1991.

The agreement calls for Albanian soldiers to attend U.S. military education and training programs and for visits between officers, the Pentagon said. on wmee miMmm want, and blow it dry. All for only $8. Qean hair is necessary for accurate hair cutting.
