Cynthia K. King, 31, was charged with first-degree murder for allegedly killing Arthur Zygmun, 29, of Maine Township near Des Plaines, police and prosecutors said. She was being held in Cook County Jail pending a Tuesday court hearing in Skokie. Prosecutors told Cook County Circuit Judge Marcia Orr on Monday that King and Zygmun had been fighting all day and night Friday and into the early morning hours of Saturday before the shooting at Zygmun's apartment in the 9100 block of Lincoln Street Cook County Sheriffs police found Zygmun's body shortly before 5 a.m.

Saturday after they were called to his address, said Penny Mateck, a spokesperson for the sheriffs office. Prior to the shooting, Zygmun allegedly had pointed a handgun at King and threatened her, prosecutors told the judge. King left the room, returned and allegedly picked up the gun herself and fired it at Zygmun, prosecutors said. Janan Hanna ri ilJ'l -r Carpentersville: A candidate for the District 300 School Board who was not seated even though she won more votes than her closest rival has gone to court to challenge the law that kept her off the board. In the November election for three board seats, former board member Cynthia Burgess of Dundee Township received the third-highest vote total 2,586, but lost her seat to fourth-place candidate Patricia Brannon, a former board president from Algonquin Township, who garnered 2,544 votes.

State law forbids a majority of board members from the same township. Because two current members and the top vote-getter were from Dundee Township, Burgess would have been the fourth member from Dundee, which would have created a 4-3 majority on the board. So she was barred. T.V. Weber, a lawyer for Burgess, is challenging the state law in the Kane County Circuit Court as unconstitutional.

The suit also seeks an injunction to prevent the seating of Brannon and asks the court to declare Burgess the winner. "The law flies in the face of one man, one vote principle," said Burgess. "When this happened, I saw it as a window of opportunity to challenge this law and perhaps change a law that's outmoded and outdated." The board, which has until Dec. 23 to respond to the suit, referred the matter to its lawyer. Shoppers open their present: A new mall Pair charged with trying to bribe police officers Planned Target Store gets an OK from village Mt. Prospect: Village officials have approved a site for retail development, clearing a major hurdle for the construction of a proposed Target Store. Officials from Target presented plans to build a discount store at Algonquin and Elmhurst Roads this week. Trustees voted to zone the area for retail pend-ting a formal vote Dec. 7.

The vote came after some officials expressed concern over the growing number of discount stores in Mt Prospect and sur- rounding suburbs, including another proposed Target in neighboring Prospect Heights. "When I look out to the future 20 years from "now, I have a fear of having six white elephants in vtown," said Trustee Paul Hoefert. Forrest Russell, senior project administrator with Target, the discount arm of the Dayton-Hudson Co. which also owns Marshall Field said the store would not saturate the local market. This store, he said, is expected to generate as much as $26 million in sales, bringing $260,000 in tax revenue to the village.

"Target is the growth vehicle for Dayton," he said. "The key to our success is market research, and we're not going to make a multimillion-dollar investment unless we have an assurance of success. Target entered the Chicago market this year with 18 stores. Thirteen more are under construction or proposed. That sentiment was echoed by Jim Pratt, general manager of One Schaumburg Place, who sees the three malls feeding off one another.

Since its opening in October 1991, One Schaumburg Place has been plagued by vacancies, but Pratt hopes Village Green will reverse that by putting Schaumburg in the forefront of American retailing. "I think it's going to strengthen this particular end of Schaumburg. It's going to cause some good synergy between the three centers," Pratt said. In December, the Children's Museum and Imaginasium is expected to open in One Schaumburg Place's lower level, along with two other stores that together will raise the center's occupancy rate to 65 percent While workers were able to open the five Village Green stores for the holiday rush, they are busy finishing construction on the rest of the center. The flurry of activity is in stark contrast to Wood-field Mali where work on most expansion projects has been halted.

To accommodate shoppers during the Christmas crunch, a time when parking lots quickly overflow, Woodfleld Mall has halted construction to add more parking spaces and will resume it next spring. Parking expansion is part of the mall's $100 million plan to add Nordstrom's, a larger Lord Taylor, and 65 new mall stores. Marshall's, Circuit City, Sports Authority, Service Merchandise and Land's End Outlet were the first stores to open Friday in the retail center.

Combined with 2.8 million square feet of Wood-field Mall and One Schaumburg Place's 576,000 square feet Village Green brings to 4 million the number of square feet of shopper's paradise. Collectively, that ranks the three malls in the square-mile Woodfleld area just behind the 4.2 million square-foot Mall of America, the nation's largest complex combining retail and entertainment that opened last year in Minnesota. Garo Kholamian, vice president of Homart Community Centers the developer of Village Green, said the five stores wanted to open in time for the Christmas shopping season. Their presence is aimed at boosting the area's status as a shopping draw with discount retailers complementing Woodfleld Mall's upscale shops. Fox Lake: Two local youths have been arrested after they allegedly handed two police officers $100 to persuade the cops not to arrest them for trying to steal a truck, police said.

The youths reportedly were hanging around a pickup truck at the Metra Station parking lot. Id Nippersink and walked away quickly when a squad car on patrol noticed them, reports said. Officer Tom Olson stopped them, and found burglary tools in the coat of Larry E. Ray, 17, of Trevor, police said. So Olson began to question Ray and Terry D.

Missbach, 19, of 5310 Leesidg McHenry, police said. The pair then reportedly offered Olson money to let them go, but Olson said he wanted to cut his partner in on the deal, police said. Olson summoned Officer Ken Welsch to witness the bribe, and both Ray and Missbach repeated their offer to both officers, police said. Police said she allegedly used the card to buy merchandise at Venture stores in Schaumburg and Streamwood and a Toys 'R' Us In Schaumburg. She was charged with felony forgery and possession of a lost credit card. Janusz J. Rybak, 41, of 380 Mclntosch CLOSEOUT Prospect Heights, was charged with battery to a police officer and obstructing a police officer in connection with an Incident Thursday at a house at 209 N. Main police said.

An officer responded to a call of a domestic disturbance at that address, but Rybak allegedly refused to let the officer enter, shoved the officer and blocked the doorway, police said. Elgin An Elgin man was arrested Sunday after he allegedly ate 10 miniature peanut-butter cups off the shelf of a store at 119 W. Chicago St. without paying for the candy, police said.
