gold surged more than $16 an ounce in U.S. trading Tuesday, despite higher shortterm interest rates. The rates pushed the dollar's value higher against most major currencies. Earlier Tuesday, the shareholders Texas Air, parent company of Texas International Airlines, approved the proposal. Continental and Texas International will retain their public identities with no name changes, but they will merge equipment and operational activities, company officials said. Continental and Texas Air lost money last year and in the first quarter of this year. A vice president of Braniff International said federal agents are investigating fuelpurchasing practices by the failed airline. The airline requested the investigation, said Braniff Vice President Sam Coats.

FBI officials who asked not to be identified told the Dallas Morning News the investigation involved a possible jet fuel kickback scheme. From Page 1. A burglary at the Richard Wagner residence, 1614 N. 26th occurred late Sunday afternoon while the family was away. The Wagners told police they returned that evening, but did not discover the burglary until Monday, when they noticed that a bottle of liquor was missing from a cupboard.

It was then discovered that a man's $50 ring and $30 necklace were also gone. No Arab governments have offered them exile, and all land, air and sea escape routes are sealed off by Israeli armor and gunboats. Lebanese officials and war correspondents said Israel moved more tanks and troops Tuesday to positions outside the besieged PLO enclaves, bolstering forces estimated at between 35,000 and 40,000 troops, 300 tanks, and 500 armored personnel carriers. On Monday, investigators discovered the Pan Am cockpit tape was of such poor quality that FBI specialists had help enhance them. The NTSB suggested Tuesday that many cockpit voice recorders in use aboard commercial aircraft should be replaced because they are technologically outdated.

recognition, but stopped short of offering to evacuate. are fighting for that, to force the United States to recognize us," Arafat's political adviser Hani al-Hassan said Tuesday. am sure that if there were direct talks between the PLO and America through Philip Habib, it would be a very important step for the PLO, and the PLO would be ready to be more flexible and rethink a lot of things," he said. Habib, who has been in Beirut for weeks in efforts to forestall an Israeli onslaught on west Beirut, has been negotiating indirectly with the PLO through Lebanese intermediaries, Prime Minister Shafik Wazzan and former Prime Minister Saeb Salam. A major problem in the talks has been when to deploy an international peace-keeping force in west Beirut should the guerrillas depart.

The PLO wants the force to arrive before its fighters leave to prevent clashes with the Israelis as the guerrillas abandon their positions. The United States, which has offered up to 1,000 Marines for the peace-keeping force, wants them to enter west Beirut only after the PLO leaves so they would not become involved in fights. In Washington, Secretary of State George Shultz said at his Senate confirmation hearings that the Reagan administration is following the policy that has banned negotiations between the PLO and the United States. But he said "representatives of the Palestinian people" should take part in the Middle East peace process. The United States and Israel claim the PLO has never explicitly recognized Israel's right to exist.

But the PLO says it formally recognized Israel's right to exist in 1981, when it endorsed a Soviet Middle East peace plan that called for secure boundaries for the Jewish state. In Tel Aviv, several captured Palestinian guerrillas told Israel radio Tuesday they, receive adequate care and fair treatment in Israeli detention camps. Israel holds about 6,000 prisoners seized in Lebanon, including PLO guerrillas and people with no identity papers. Save Up To Off Retail Price Granite or Bronze Memorials We will NOT be undersold! From Page 1 Shultz exist and accepts two United Nations resolutions calling for Israel to swap territories it captured in 1967 for Arab recognition and secure borders. The PLO has never explicitly recognized Israel's right to exist or accepted the two resolutions, which speak of the Palestinians as "refugees." U.S. policy has prohibited negotiations between the United States and the PLO since 1974. "I don't prejudge the question of who should be representing the Palestinians except to say that it should be what I think of as legitimate representation, that is, somehow stemming from the Palestinians themselves," Shultz said.

He said that if the PLO "got off this guerrilla kick, they are one voice of the Palestinian people. Whether they would be 'the' voice is another question." Lebanese and Palestinian sources, who asked not to be identified, said Arafat was demanding recognition as a condition of abandoning Beirut by sea under escort of the U.S. 6th fleet. Shultz said he supports Reagan's agreement in principle to send up to 1,000 Marines to help with the evacuation, provided it can be done "properly and safely." "It could save a lot of lives in Beirut there is a lot to gain if it can be brought off," he said. The PLO forces are surrounded and outnumbered by Israeli troops that invaded Lebanon to drive them out! To help achieve a lasting Middle East peace, Shultz said, the Arab nations "need to feel there is some give on the part of Israel" on the question of Palestinian autonomy on the West Bank and Gaza.

There is a "perception in the Arab world" that the return of the Sinai to Egypt was done at the expense of the Palestinians in the other occupied territories, he said. Asked about an interview in which Israeli Defense Minister Ariel Sharon spoke of settling 70,000 Israelis on the West Bank in the next few years, he said, "It would be certain to set back the effort to deal properly with Palestinian needs." Canadian Press, in a dispatch from Tehran, said the communique reported heavy fighting in Iran's oil-rich southwestern province of Khuzistan, but did not give the precise location. The news agency quoted the communique as saying Iranian troops would use the "liberation of Iraq" as a step towards their goal of freeing Jerusalem "from the claws of the aggressive, criminal (Israeli) Khomeini's Islamic regime opposes Israel's occupation of Jerusalem and does not recognize the Israeli government or its proclamation of the city, holy to both Moslems and Jews, as its capital. Excerpts of the Iranian military communique monitored in London said the offensive, code-named Ramadan after the Moslem fasting month, was to "prevent further Iraqi and other U.S. lackeys' aggression, and to keep at a distance the Iraqi fire from cit-. ies of the Islamic homeland (Iran)." The offensive was launched at 9:30 p.m.

Tehran time (1 p.m CDT) Tuesday, the communique said. In an earlier announcement, the Tehran government had said Iraqi troops still were in Iran despite Hussein's announcement at the end of June that all his forces had withdrawn. Claims by either side cannot be verified because they do not allow foreign journalists to cover the fighting regularly. The government of Ayatollah Ruhollah Khomeini has been threatening to invade Iraq for several weeks, according to press reports from the Persian Gulf. The Iranians have scoffed at Hussein's declaration last month of a unilateral cease-fire and have complained that Iraqi artillery continued to shell across the border.
