Germany CSt A vast project to boost food production in West Germany is ready to go into operation. Known as the Luebke plan, it calls for thorough and speedy mechanization of farms, construction of more modern farm houses, barns and silos, and intensified use of waste land throughout the country. The plan also aims at consolidating tbe scattered plots owned by many farmers into unbroken fields better adapted to machinery. From 1945 to 1948, West Germany imported roughly 70 per cent of all its food.

Since then, agricultural production has soared and today is 16 per cent above the pro-war level. Nevertheless, densely populated, highly industrialized West Germany still consumes 35 per cent more food than her farms produce. Closing of this gap is the ultimate aim of the Luebke plan. Increasing farm production in Germany is a problem that at first sight appears almost un-solvable. Virtually every square yard of fertile soil already is being tilled, and the problem is mainly one of intensifying production by boosting the yield per acre a long and costly process.

One of West Germany's foremost agricultural experts, Dr. Andreas Hermes, who heads the powerful German Farmers Union, endorses the Luebke plan wholeheartedly. It will require lot of money, patience and utmost caution, he says. The cost factor will, in itself, compel the government to go slow -in view of -the scar city of capital in West Germany today. Some quarters advocate elim inating small farms entirely and allowing them to be absorbed by the big ones which operate more efficiently. Neither Luebke nor Hermes will consider such a radical solution. believe the small farm, as a family enterprise, is justified. They say the small farmer should concentrate on specialized products, however, and stop trying to compete with the big fellows.

The farmers themselves are not enthusiastic over the Luebke plan. Traditionally conservative, most would prefer to keep things the way they are unless they are shown they can profit from a change. Rich Named To Subcommittee -Of Recreation Howard R. Rich, Sheboygan director of public recreation, has been appointed to a three-year term on a. National Recreation Association'subcommittee for in- service training.

The in-service training committee will develop reports and materials to be used by the Ni tional Advisory Committee on Recruitment, Training and Placement of Recreation Person nel of the NRA. Announcement of Rich's appointment was made by Joseph Prendergast, execu tive director of the NRA. Rich will meet with the com mittee for the first time during the annual NRA convention to be held in St. Louis late in Sep tember. The local director is one of six persons from the na tion to be named.

The committee on which Rich will serve is headed by Dr. Paul F. Douglass, former advisor to the president of the Republic of Korea and counsel to the minis try of foreign affairs. IHiil 2 ALCATRAZ, Calif. (UP)-The famous "Rock" of the federal prison system is full of cracks. Its plumbing system is rotten; wind, waves and old. age have caught up with Alcatraz. Federal Prison Director James V.

Bennett has told Congress the government will have to pay up to four million dollars to keep Alcatraz from caving in. Or perhaps better still, the government's only "maximum security" penitentiary should be moved off the island. Alcatraz is as escape-proof as ever. The 290 dangerous prisoners who serve their time isolated by the waters of San Francisco Bay aren't about to slip out. But federal prison officials believe Alcatraz, which was con verted from a U.S.

Army prison to a civilian prison only 20 years ago, may have served its pur pose. "It would pay us, and would pay the government in the long run to replace Alcatraz with an institution more centrally located," Bennett said. "Perhaps in the Midwest." Location Is Costly One of the costliest aspects of running Alcatraz is its location. Though it draws inmates from all over the United States, it lies at one of; the western-most spots on the map. To see what is wrong with Al catraz besides its location you have to, take a flashlight and follow prison officers into the dark, catacomb-like cellar beneath the main cell block.

There in the maze of pitch black corridors connecting what used to be the dungeon of an Army disciplinary barracks is the fetid odor of salt water disintegration. Electrical conduits and water pipes are covered with layers of rust. The vast series of salt water mains that make up the prison's sanitary system is rotting rapidly under the double-action erosion of salt air and salt water the pipes are carrying. A salt water sanitary system is the only kind feasible on Alcatraz, which no source of fresh water. Water used for human consumption, and for gardening on the few patches of soil on the 12-acre island, must be brought from the mainland by barge.
