4D STATE Argus Leader, Sioux Falls, South Dakota, Thursday, April 6, 1995 Historic bam 'desllroyed toy Twe 3 -V A sure sign of spring WrM Joe Mentele places a pylon alongside a newly painted stripe on the northbound lane of Minnesota Avenue on Wednesday afternoon in Sioux Falls. It takes 15 gallons of paint for a mile-long solid stripe and 4.6 gallons for a broken mile-long line, according to the South Dakota Highway Department. The department paints main highway lines about three times a year. By JOE KAFKA Associated Press PIERRE Firefighters braved smoke and burning embers a floor above while hurrying Wednesday to save the furnishings of Kati Jenkins and others who lived on the ground floor of a historic capital city barn. "Everything is ruined," Jenkins said, peering through sooty windows at some of the ash-covered, waterlogged belongings she once loved.

"But I've got my job. I've got my friends." The fire call to a building known here as The Stables came shortly after 9 a.m. CDT. Jenkins left minutes earlier for work. "I didn't smell anything didn't know about until I got a call," she said, watching firefighters pick through the charred building three hours later.

The barn was built near the turn of the century by the Brandhuber Ice Co. It has a colorful past, and was being used as a restaurant when it was listed on the National Register of Historic Places Oct. 22, 1980. Several years ago, it was converted to apartments one up and three down. Nine people lived there.

Firefighters were chased twice Wednesday from the 2i2-story barn, fearing the ceiling and burning roof above them would crash down. While some were inside shooting water on the flames, many others rushed to salvage what they could. Chairs, beds, lamps, fishing poles and tables were hurriedly thrown in piles safely away from the blaze. "The first thing we did was determine there was nobody inside," said Mike Kumm, a volunteer firefighter and city commissioner. "It's terrible to see this type of old building go," he said.

"But nobody got hurt. Safety of lives comes first, property is second." No firefighters were injured. The building was listed on the National Register of Historic Structure had housed ice company's horses Several braced themselves on the metal roof of an addition to the building, aiming water through an upper barn door and onto the fire.

A ladder truck sprayed from above, and several hoses were manned on the ground. "We knew we were going to have problems from the beginning," said Fire Chief Stan Mikkonen. "We went inside three times, but pulled everybody out because we weren't comfortable with what the roof looked like." Flames and smoke pushed skyward from a gaping hole in the roof of the downtown building. It took nearly an hour to gain control of the fire. building in 1980.

Robert Brandhuber moved to Pierre from Chicago in 1883 and opened the Chicago House Hotel at the site. The ice and cement-block companies behind the hotel were more successful. Brandhuber's sons built the barn for the ice company in 1906. Horses were housed on the first floor, and employees lived in the second-floor hayloft. The barn was reportedly used after World War I as a stable for National Guard horses.

The Associated Press PIERRE The Brandhuber Ice Co. barn was built for horses and wagons, according to the State Historical Preservation Center at Vermillion. It was constructed of homemade cement blocks. "The barn stands as a reminder of the many family businesses and small-scale industries which existed prior to the age of the automobile," a center publication said when historic status was given the The Associated Press PIERRE A rough draft of a telephone-use policy for state employees has been drawn up at the request of Gov. Bill Janklow, legislators were told this week.

The proposal says the state telephone network is for official business. But it would allow state workers to make some personal calls from their office phones. Long-distance calls would have to be repaid. The draft was discussed briefly by the Legislature's Executive Board. Janklow vetoed a bill earlier this year that would have spelled out rules for state government telephone use.

The measure was rejected because it exempted lawmakers and would have applied only to the executive branch, he said. The Executive Board determines legislators' phone policy. Lawmakers would not be bound by a policy set by the governor unless they agreed to it, said Terry Anderson, director of the Legislative Research Council. Existing policy allows most lawmakers to charge the state for up to $600 in calls each half year; legislative leaders have a $900 limit. Lawmakers who exceed their limit must pay the difference or forfeit their state telephone privileges.

Phone habits of state workers became an issue last year when it was discovered that Public Utilities Commissioner Ken Stofferahn had made hundreds of long-distance calls to a sideline business, friends and family. The woman was treated at Mc-Kennan Hospital for her injuries, police said. Salinas and the woman apparently knew each other and had recently moved to Sioux Falls from Phoenix, police said. A preliminary hearing for Salinas is scheduled for April 11.

From staff reports A 31-year-old man is held in the Minnehaha County Jail in lieu of $25,000 cash bond after a Sioux Falls woman told police he forced his way into her apartment early Wednesday, beat her severely and stole a ring, a watch and money. Anthony Francisco Salinas, no address available, made his initial court appearance Wednesday on charges of first-degree robbery, aggravated assault and first-degree burglary. p) High court ends embargo decisions, but only on a the news media can release the decisions. Copies of decisions filed on Wednesdays will be mailed that day to the judge and lawyers in the case and to news outlets. Chief Justice Robert Miller said the justices have been considering the change for quite a while.

"I've been interested (in the change) since I became chief justice five years ago," he said. The U.S. Supreme Court handle things that way. The Associated Press PIERRE The state Supreme Court has begun a six-month trial to see if it will stick with a new way to announce its decisions. The high court has been filing its opinions on Wednesdays and giving them to reporters on Thursdays.

The information, however, could not be released to the public until Fridays.
