Petersen was keeping President Nixon informed of developments and personally advising him on how to deal with top aides implicated in the scandal. Edited transcripts of White House tape recordings show Petersen as a dedicated prosecutor. They also show him as a man solicitous of the presidency and determined to keep the scandal away from Nixon personally because he was convinced Nixon was not involved. On April 17, 1973, three days after White House counsel John W. Dean III took his story to the Watergate prosecutors, Petersen met with Nixon in the White House.

According to the transcripts Nixon made a major point to the prosecutor that anything Dean knew he probably knew alone. Nixon: The point is I think you will have to assume that Dean in this period, who was basically sort of in charge of it (the investigation) for the White House and the rest of us were out campaigning, traveling, and so forth, so on -will probably have told people that he has information from the grand jury. Now you just have to evaluate that yourself Petersen: Mr. President, I am sure that is so. Nixon: I don't want to get embarrassed, see? Petersen: I have no concern about that.

Call GREAT FALLS, 452-3633. was the following exchange Nixon: Just understand, I am not trying to protect anybody -I want the damn facts if you can get the facts from Dean and I don't care whether- Petersen: Mr. President, if I thought you were trying to protect somebody, I would have walked out. Petersen also was extremely careful in his allegations about and dealings with Nixon's closest advisers. At One DOint Nixon sairt hA thought the evidence against domestic affairs adviser John E.

Ehrlichman was pretty thin. Petersen: Very thin indeed I agree that it is very thin. Nixon: They better have a damn lot more than that or they are not going to get Ehrlichman. Petersen: That's right. Petersen also disclosed that he had forbidden his subordinates from questioning dirty trickster Donald Segretti about the money-raising activities of Nixon's personal lawyer, Herbert W.

Kalmbach. Petersen's orders not to ask questions about Kalmbach before a grand jury went to prosecutor Earl J. Silbert. "I told Silbert, now, damn it Silbert keep your eye on the mark," Petersen told Nixon. "We are investigating Watergate.

We are not investigating the whole damn realm of politics and I don't want you questioning him about the President's lawyer "Well, he didn't. Well now Kalmbach comes up and he apparently is going to be called Sadat stressed that Syrian President Hafez Assad "has the final word" with Kissinger about a Syrian-Israeli troop separation on the Golan, but added: "We are discussing all the possibilities." Egyptian sources said the only two remaining stumbling blocks are a way of linking disengagement to further steps toward peace and the question of who controls three vantage points west of Mt. Hermon which look down on Syrian and Israeli positions. However, American sources cautioned there was no deal in the offing and predicted negotiations would be protracted. Kissinger will work out a Syrian-Israeli disengagement pact on the Golan Heights. Sadat also said he may take up with Kissinger the possibility of U.S. arms supplies for Egypt, but that the subject had not been discussed yet. Two weeks ago Sadat announced that Egypt was ending its alliance on Russia for weapons.

He charged the Soviets with making long delays in promised arms shipments and with trying to use arms as a club to control Egypt's foreign policy. 40. But he also comes up in this investigation with respect to actually Kalmbach raising money or passing money at (John) Mitchell's direction for the co-conspirators. So we are going to have Kalmbach back into the grand jury. And Petersen was free with his advise to Nixon on how to deal with the impending departure of top aides Dean, Ehrlichman and H. R. Haldnman.

The meeting April 27 goes on for pages with Petersen advisins Nixon that all three had to go, that leaves of absence might be fairer than outright resignations since it would leave the door open for their return if they were cleared. "With a leave of absence, you have the best of both worlds," Petersen told Nixon. "You have given them the benefit of the doubt and you haven't cut the Gordian knot. You haven't asked for their resignations "The problem is one of timing, as I see it. I think, in my humble judgment, that the question of timing is working first to your detriment, with respect to your image, before the press and the public "And second, I think it is working toward the detriment of the investigation because it is givingall of thoese pwople an attitude of hope that I think is unwarranted." Nixon agreed with Petersen and there is no explanation why, in the end, Haldeman and Ehrlichman resigned and Dean was fired.

tics of his increasingly friendly relations with Washington were "fanatics" and "political teenagers." As he spoke Kissinger and his wife Nancy took a relaxed two-hour tour of ancient Roman ruins here, and hundreds of Egyptians waved at them and applauded. Sadat returned after his speech in Helwan to have dinner with the Kissingers. Kissinger and Sadat will talk again Thursday morning before the secretary flies off to Israel to begin his diplomatic shuttle between Jerusalem and Damascus. It was announced that Kissinger would make an unscheduled return visit to Egypt on Saturday after taking Israel's latest proposals to Syria, and then would fly on the same day to Amman, Jordan. Asked to assess prospects for an accord, Sadat smiled and declared: "I have full confidence my friend, Dr.

Henry, will achieve a disengagement." Italy throws Commart into new crisis BRUSSELS, Belgium (AP) Italy's surprise decision to invoke import surcharges to combat the country's growing balance of payments def ipit has plunged the European Common Market into a new crisis. 'Common Market officials in Brussels said Wednesday they were dismayed that the Italians had acted without consulting their eight partners in the economic alliance. The market's Executive Commission was given only a few hours' notice Tuesday of what Rome intended to do. Informants said the Italians made no attempt at serious consultation. The Executive Commission scheduled a meeting Thursday to study the effects of the measures.

There are some fears in Brussels that Britain, which also has a serious balance of payments problem, might be tempted to follow the Italian example. But a British source said the idea already had been considered this month by the British government and had been rejected. U.N. secretary 4 going to Mideast UNITED NATIONS, N.Y.
