He worked at Vallet Cleaners and Spic and Span Cleaners until I Ray Hubbard PIERRE (AP) More large-scale commercial dumps will be proposed in rural states such as South Dakota as urban areas run out of room to bury their garbage, a federal official said. Jerry Allen, environmental protection specialist for the federal Environmental Protection Agency's regional office in Denver, said he sees increasing numbers of proposals for large-scale garbage disposal sites. "We're getting swamped," Allen said. "Some places back east are running out of landfill space.

I've seen stuff about South Dakota and Wyoming proposals on using land in those states." Allen said that could be a trend, considering the growing garbage disposal problem in bigger eastern cities. Areas such as western South Dakota have the space, low-population density and suitable environmental conditions for waste disposal that are lacking in other areas, he said. Delores Goodroad was born Aug. 11, 1921, in Castlewood. As a child she moved with her family to a farm in Hidewood Valley in Deuel County, where she grew up and received fier education. She was baptized and confirmed in the Lutheran faith. She married Joe Bentley on Dec.

30, 1939, and they made their home east of Clear Lake on the Bar Ranch. She stained and painted new homes in the Clear Lake area. The couple lived in Clear Lake at the time of his death in 1979.1n the fall of 1983, she sold her home in Clear Lake and moved to Bozeman, where she has since made her home. She was a member of the Highland Lutheran Church in Brandt, the American Legion Auxiliary and the Eagle's Auxiliary in Bozeman. Survivors include one son Dallas, St.

Helens, two grandchildren; one brother; Arnold, Brookings; and four sisters: Mrs. Melvin (Lorraine) Hammer, Bozeman; Mrs. Keith (Frances) Squires, Brandt; Mrs. Gerald (Marlys) Houtman; Brookings; and Mrs. Steve Johnson, Clear Lake.

A memorial service will begin at 8 p.m. Friday in the Highland Lutheran Church in Brandt. Eng's Funeral Home in Clear Lake is in charge of arrangements. Raymond Carlson BROOKINGS Raymond G. Carlson, 80, Brookings, died Saturday in Brookings Hospital.

Raymond G. Carlson was born July 20, 1908, in Ortonville, where he grew up and attended school. He married Grace Johnson on June 8, 1932, in Clinton, Minn. He worked for Minneapolis Moline Farm Implement Company. They lived in various cities including Clinton, and Fargo and Grand Forks, N.D.

They operated a grocery store in Clinton from 1955 to 1967. They then operated a gift shop in Marshall, from 1967 to 1988. He also worked as a watch repairman. In 1988 they retired and moved to Brookings. Survivors include his wife; two sons: Dennis, Anoka, Gary, Minnetonka, one daughter, Mrs.

Jack (Cheryl) Casper, Brookings; seven grandchildren; two great-grandchildren; two brothers: Glenn, Sun City, and Maurice, Wheaton, and one sister, Bernice Derickson, Oshkosh, Wis. Services will begin at 2 p.m. Wednesday in Mount Calvary Lutheran Church, Brookings, with burial in First Lutheran Cemetery, Brookings. Visitation will be 5 to 9 p.m. today in Eidsness Funeral Home, Brookings, and before services at the church Wednesday.

He served 25 years' on the St. John's McNamara Hospital Advisory Board, was a 67-year member of Rapid City Elks Lodge 1187, a charter member of the Rapid City Rotary Club and a charter member of the Rapid 'City Knights of Columbus. His wife preceded him in death. Survivors include two daughters: Marguerite Traux, Rapid City; and Helen England, Alamorgordo, N.M.; four grandchildren; and four great-grandchildren. Services were Friday in the Cathedral of Our Lady of Perpetual Help in Rapid City, with burial in the Mountain View Cemetery.

Military graveside rites were given by the Rapid City Elks Lodge 1187. A memorial has been established. Osheim-Catron Funeral Home in Rapid City was in charge of arrangements. Leonard Thompson WINFRED Leonard T. Thompson, 72, of rural Winfred, died Sunday in the Madison Hospital.

He was born May 10, 1916, near Colman. He grew up in the Colman area and attended school at Ash Grove. He was baptized in Hegre Church and confirmed in Colman Lutheran Church. After his education, he farmed in the Colman area. He married Vera Dissing on June 28, 1943, in Madison.

The couple farmed near Colman until 1955, then moved to a farm in the Junius area. His wife died in 1986. He was farming with his son at the time of his death. Survivors include one son, Dale, Madison; three grandchildren; one brother, Crist, Anchorage, Alaska; and three sisters: Dorothy Hoff and Mrs. Jack (Sylvia) Gist, both of Madison; and Mrs.

Virgil (Violet) Hansen, Sinai. Services will begin at 11 a.m. Wednesday in Trinity Lutheran Church in Madison, with burial in Graceland Cemetery in Madison. Visitation will begin at 9 a.m. today in Ellsworth Funeral Home in Madison, with a prayer service at 7:30 p.m.

Mila Muck GEDDES Mila Muck, 72, of Geddes, died Sunday in Methodist Hospital in Mitchell. Mila Wendt was born Nov. 6, 1916, in Scenic. She married Merle Muck on May 20, 1939, in Murdo. Her husband died in June 1976.

She was a member of United Methodist Church in Geddes and the Order of the Eastern Star. Survivors include two sons: Mick, of Phillip; and Gary, Los Angeles; four grandchildren; and two sisters: Hedy Wingert, Escon-dido, and Jean Russell, Colorado Springs, Colo. Services will begin at 2 p.m. Wednesday in the United Methodist Church in Geddes with burial in Pleasant Lawn Cemetery. Visitation will be from 2 to 9 p.m.

RAPID CITY A fire apparently started by an outdoor barbecue grill destroyed a $200,000 home and sparked several smaller blazes Sunday, fire officials said. Custer State Park improve- Legals State Notices SOLE HEIR. OF RAPID CITY Former Congressman Theodore B. "Dates" Werner, 96, of Rapid City, died Jan. 24 in the Rapid City Regional Hospital. He was born June 2, 1892, in Ossian, Iowa.

He moved to Rapid City in 1910, where he spent a half century publishing the weekly Gate City Guide. He purchased the newspaper and commercial printing plant in 1912 and sold it in 1965. He was also Rapid City postmaster from March 3, 1915, to Sept. 30, 1923. He married Ellen Marshal on July 4, 1914, in Rapid City.

He was a Rapid City alderman for two years before his one-year appointment as mayor in 1929. He was elected to Congress for two terms during the 1930s. Congressional accomplishments include passage of the National Forest and Park Lands Bill, which transferred all land around the then outer boundaries of Custer State Park from the federal government to the state. He was also instrumental in obtaining more federal money for the construction of Mount Rush- ward Huron; and George, Cambridge, four daughters: Mrs. Pat (lone) Ryan, Sonoma, Mrs.

Bob (Aylene) Flagg, Danville, Mrs. Herbert (Lola) Schmitz, Onawa, Iowa; and Mrs. Kenneth (Edna) Dokken, Derby, 15 grandchildren; and 12 great-grandchildren. Services will begin at 10:30 a.m. Wednesday in Our Redeemer Lutheran Church in Bryant, with burial in Woodlawn Cemetery.

Visitation will be from 2 to 5 p.m. and 7 to 9 p.m. today in Osthus Funeral Home in Bryant. A family prayer service will begin prior to services Wednesday in the church. Arnold Vetterman IROQUOIS Arnold W.

Vetterman, 89, formerly of Cavour, died Sunday in the Violet Tschetter Memorial Home in Huron. He was born April 18, 1899, in Esmond. He attended rural school in Belle Prairie Township. He married Norma Toovey on Sept. 24, 1924.

The couple lived on a farm in Belle Prairie Township. His wife died in April 1940. He married Enzie Aldrich on Aug. 30, 1947. The couple lived on his farm until moving to the Violet Tschetter Memorial Home in August 1985.

Survivors include his wife; one son, Dayton, Iroquois; one daughter, Mrs. Clifford (Carolyn) Metter, Iroquois; seven grandchildren; 18 great-grandchildren; and two great-great-grandchildren. Services will begin at 10 a.m. today in Immanuel Lutheran Church in rural Iroquois, with burial in the church cemetery. The casket will be open prior to services this morning.

Harold Whitney KENNEBEC Harold "Lank" Whitney, 75, of Kennebec, died Saturday in his home. He was born Oct. 14, 1913, in Hartington, Neb. His family moved to Lyman County in 1918. He married Margaret Hamer on Dec.

28, 1913, in Pierre. The couple made their home southeast of Kennebec, where he farmed and ranched. He later worked for the Agricultural Stabilization and Conservation Service office in Kennebec. His wife died in 1982. Survivors include two sons: Bob, of Hamill; and Connie, Gillette, five daughters: Mrs.

Willard (Josie) Schoenfelder and Mrs. Ken (Marilyn) Walling, both of Kennebec; Mrs. Ed (Grace) Sti-etfvater, Mission; Mrs. Jim (Harriett) Ginsbach, Custer; and Mrs. Jerry (Betty) Worlie, Onida; 19 grandchildren; 13 great-grandchildren; two brothers: Lyle, Reliance; and Milton, Garden Prairie, and three sisters: Delores Whitney and Vernice Anderson, both of Kennebec; and Alia Stein-felt, Rawlins, Wyo.

Hofmeister Funeral Home in Presho is in charge of is proposing a dump near Edgemont to handle up to 1.5 million tons of municipal solid waste a year, most of it from other states. Allen said his office had reviewed the Edgemont proposal, which would be called The Lone Tree Balefill Facility. He said there were no major problems with the plan from the federal standpoint.

Most regulating of non-hazardous solid waste disposal is a state matter, however, Allen said. "It's entirely the state of South Dakota's show," he said. "We're not endorsing this thing. We never do that. We're not for it and we're not against it." Allen said that in recent years the federal agency has not been deeply involved in solid waste issues.

More money and attention have been devoted to hazardous waste, he said. "We just can't address everything," he said. "In many cases, some of the states have more stringent regulations than ours." recent years. Survivors include his wife; two daughters: Mrs. Deane (Liz) Grave, Sioux Falls; and Mrs. Dick (Margaret) Flemmer, Aberdeen; two grandsons; and one sister, Mrs. Vance (Helen) Shafer, Mountain View, Calif. Services will begin at 11 a.m.

State John Mitchell SPRINGFIELD John "Mitch" Mitchell, 69, of Springfield, died Saturday in his home. He was born June 19, 1919, in Wood.

He served in the U.S. Army during World War II. After his discharge, he worked for Schramm Brothers in Winner hauling mail between Winner and White River. He married Edna Kappellman on Oct. 21, 1945, in Gregory.

The couple moved to Grand Island, in 1950, where he worked for Sullivan Furniture Movers. They moved to Springfield in 1964, and he built the bowling alley and started a garbage route business. He was a member of the Dwight Wood American Legion Post No. 132 and Our Saviors Lutheran Church. Survivors include his wife; one son, Bob Kappellman, Phoenix, one daughter, Dee Hanten, Phoenix; nine grandchildren; 8 great-grandchildren; his mother, Katie Mitchell, Pierre; three brothers: Louis, Wood; William, Winner; and Charles, Pierre; and one sister, Mrs.

Tony (Margaret) Lebeda, Presho. Services will begin at 2 p.m. Wednesday in the United Church of Christ in Springfield with burial in the city cemetery. Military graveside rites will be given by the Dwight Wood American Legion Post No. 132.

Visitation will be from 11 a.m. to 9 p.m. today in Crosby-Yeager Funeral Home in Springfield and will continue from 9 a.m. to noon Wednesday. Visitation also will be one hour prior to services Wednesday in the church.

Ed Larson BRYANT Ed J. Larson, 96, of Bryant, died Sunday in Parkview Care Center in Bryant. He was born July 31, 1892, in Lake Norden. He grew up and attended rural grade school in the Lake Norden area, then moved to Montana and homesteaded for a short time. He entered the U.S.

Army in 1918 and served overseas during World War I. He was discharged in 1919 and returned to the Lake Norden area. He married Alma Berg on June 27, 1920, near Bryant. The couple lived in Lake Norden for a few years before moving to a farm near Bryant. They moved to the west side of Lake Poinsett in 1957, and in 1974, the couple returned to Bryant and lived in Parkview Apartments.

His wife died on Jan. 27, 1979. He moved to the Parkview Care Center, where he has since lived. He was a member of Our Redeemer Lutheran Church in Bryant, the Bryant American Legion and the Lake Norden Veterans of Foreign Wars. Survivors include two sons: Ed- DEVISEE AND LEGATEE WESLEY RILEY.
