Thursday, Oct. 16, 1986 3C New TV station is in the works By JULIE BOLDING Argus Leader Staff A Fairfield, Iowa, man plans to begin broadcasting in about a month on a new ultrahigh frequency television station in the Sioux Falls area. Jerry D. Montgomery, president of Family Broadcasting said the station's signal would be broadcast from a tower one to two miles south of Sioux Falls.

But he said he was not sure whether the tower had been erected and wasn't sure of the name of the tower's owner. He said the new station has official address in the city and no phone number. Charles Poppen, who had been working 1 locally for Montgomery, said the station has no definite programming yet, although a tentative agreement had been made to carry programming from the Fox Television Network. Montgomery said the station will air family-oriented, older syndicated programming not already available in the market. The channel may carry the Joan Rivers talk show and other programming from the Fox Television Network, and the station is negotiating for Disney programming, he said.

A construction permit was granted to Family Broadcasting by the Federal Communications Commission in November 1984, and the station has been assigned call letters KTTW. It will be carried on Channel 17 and reach homes roughly within a 30-mile radius of Sioux Falls, Montgomery said. Poppen, who repairs microwave and satellite systems in the area, said he is not entirely sure whether KTTW will ever begin broadcasting. "Everything has to start somewhere, and it may materialize. He has a background in radio." Montgomery said he had planned to begin broadcasting Nov.

Vandalism was reported at the Arena, 1201 N. West Ave. A larceny was reported from the First United Methodist Church, 401 S. Spring Ave. An attempted burglary was reported in the 5900 block of West 56th Street.

Police arrested a man early Wednesday morning for disorderly conduct after responding to a dispute at the Frontier Club, 318 N. Main Ave. A man was arrested for simple assault following a fight disturbance in the 300 block of North Dakota Avenue. A larceny from a vehicle was reported in the 300 block of South West Avenue. Police arrested a woman for warrants at Sixth Street and Phillips Avenue.

Police filed an information report in connection with a prowler in the 900 block of Annway Drive. Minnehaha County Sheriff Vandalism was reported Tuesday Deaths- Sioux Falls Gordon Halvorson Gordon Halvorson, 63, Sioux Falls, formerly of Pine Lake Hills, died Monday in Hot Springs, Ark. Mr. Halvorson was born July 28, 1923, in Sioux Falls. He attended Washington High School and served in the Marine Corps as a quartermaster from 1942 until 1946, serving in the Pacific Theater.

He married Lois Nelson July 23, 1946, in Sioux Gordon Falls. He worked Halvorson for Henkel Construction Co. for 17 years, most of that time as construction superintendent. He was also construction superintendent for five years with Sioux Falls Construction, and a field observer for Fritzel, Kroeger, Griffin Berg Architects for 14 years. Mr.

Halvorson retired from Fiegen Construction Co. in August 1986, after three years. He had lived in Hot Springs, for one week. Survivors include his wife; his stepmother, Gladys Halvorson, Pueblo, three sons: Rodney, Sioux Falls; and Randy and Kevin, both of Vermillion; four grandchildren; a sister, Elaine Dickman, Orcutt, a half-sister, Cyrissa Grimes, Pueblo, and a stepsister, Delores Hauck, Omaha, Neb. Services will begin at 11 a.m.

Friday in the Springdale Lutheran Church, rural Sioux Falls. The church is south on Highway 11 to the radio towers, east to the first oil road, then south to the church. The station also faces the problem of altering viewer habits, Axdahl said. Many viewers don't know that Sioux Falls already has one independent television station, Metro 34, on the UHF dial, Axdahl said. "They've got to educate people that there's another television band and that's UHF." Montgomery cited the success of an independent television station in Des Moines and said he felt an independent UHF station could also do well in Sioux Falls.

The area has an industrial background, and its farmers are doing better than those in other parts of the country, he said. Rod Carlson, general manager of Sioux Falls Cable, said it would be hard for a new UHF station to find a niche in Sioux Falls. Accidental deaths The U.S. accidental death rate was at an all-time low in 1985, falling to 92,500. Statewide, the total stood at 317, an 11.5 percent drop from 1982.

Arrangements are pending at Min- nehaha Funeral Home, Colton. Thelma Strom ASTORIA Thelma V. Strom, 76, Astoria, died Tuesday at Canby Community Hospital.

Miss Strom was born Feb. 14, 1910, in Duel County. She lived in Duel County until moving in with her brother. In 1976, she moved to Astoria where she lived until moving in 1986 to the Canby Senior Haven Home in Canby, Minn. She was a member of the Swedish Mission Church.

Survivors include several nieces and nephews. Services will be 11 a.m. Friday at Bethel Lutheran Church in Astoria with burial at Swedish Mission Cemetery in Astoria. Man, son plead guilty to equipment fraud MINNEAPOLIS (AP) A father and son each face up to five years in prison and a maximum $10,000 fine after pleading guilty to defrauding the federal government by manufacturing substandard equipment for the Pentagon. John and Randall Rausch each pleaded guilty to one count of fraud, saying Rausch Manufacturing Co.

Ann Ollerich was born Oct. 6, 1906, in Humboldt. She grew up in the Humboldt and Tea areas. She married Clarence Mahanke Nov. 26, 1936, in Lennox.

They lived in the Sioux Falls area until 1950 when they moved to San Diego, Calif. Her husband died Feb. 24, 1968. Ann Mahanke Ann Mahanke In 1982 she returned to Sioux Falls. Mrs.

Mahanke was a member of Saint Michael's Catholic Church and the Eagles Lodge in California. Survivors include three sisters-inlaw; and several nieces and nephews. Funeral Mass will be at 10 a.m. Friday at Saint Michael's Catholic Church. Burial will be at Mount Olivet Cemetery in Lennox.

Stephens was born Feb. 5, 1943, in Rapid City. He was graduated from South Dakota State University in 1969 with a degree in civil engineering. He lived in Sioux Falls for 12 years and was in partnership with Consulting Engineers before moving to Grand Junction in August 1981. Mr.

Stephens was a registered professional engineer, a registered land surveyor, and served on the Grand Junction Planning Commission. Survivors include his wife, Sue; three sons: Shawn, Scott and Derek, all of Grand Junction; his parents: Mr. and Mrs. Clarence Stephens, Rapid City; a sister, the Rev. Janet Rhind, Kansas City, three nieces and three nephews.

John (Marilyn) Headrick, Sioux Falls; six grandchildren; five great-grandchildren; and three stepgrandchildren. Services will begin 11 a.m. today in First Christian Church. Area Herman Chilson WEBSTER Herman P. Chilson, 81, Webster, died Saturday at his home on Lake Pickeral of cancer. Mr. Chilson was born Sept. 27, 1905, in Webster.

He married Agnes Hanson March 31, 1930, in Moorhead, Minn. He was a lifetime resident of Webster and was a president of the Elevator Store Co. from 1928 to 1970.
