House Republican Leader Larry Gabriel of Cottonwood said it made sense to ban smoking entirely because the smoke got too thick in the lobby behind the House chamber last year. "We either had to do the ban or we had to put in fans and ventilation systems," Gabriel said, adding he wasn't willing to spend money for the equipment.

PIERRE (AP) Smoking should be banned during the 1994 session in all areas of the South Dakota Capitol controlled by the Legislature, a legislative committee decided Friday. With little debate, the Legislative Procedure Committee recommended that smoking be prohibited in all areas during the legislative session that begins Jan. 11. A final decision on the smoking issue will be made when the House and Senate vote on legislative rules, probably during the first week of the session. Smoking already is banned in the parts of the Capitol and other state buildings controlled by the governor's office.

The Legislature has been reluctant to forbid smoking entirely in the legislative portion of the Capitol, but lawmakers have gradually restricted smoking in recent years.
