President Roosevelt gave his formal approval Wednesday to the $65,000,000 powder plant to be built by the war department near Merrimac, Wis according to dispatches from Washington. The announcement at the nation's capital came from Rep.

Thaddeus Wasielewski, Milwaukee democrat, who said he had been informed the presidential approval covered the entire gigantic undertaking, including location and financing.
