Community College celebrates The Community College, in Sioux Falls, will celebrate its candidacy for accreditation status at an open house from 10 a.m. to 4 p.m. today. As a candidate for accreditation with the North Central Association of Colleges and Schools, Community College students will be eligible for full veterans benefits and federal student financial aid programs, such as the Basic Educatioal Opportunity Grants and Guaranteed Student Loans. SDSU paper to publish last issue BROOKINGS The college newspaper at South Dakota State University will be allowed to publish its fourth and final edition of the summer. The SDSU Publications Council voted Wednesday to allow the SDSU Collegian to publish an eight-page newspaper, on the condition that it wouldn't lose any more money. Earlier, the council voted to shut down the paper because it had lost money for years. As of June 1, the paper was $5,000 in debt.

That figure has since been cut in half. Questions were also raised concerning the newspaper's contractual obligations to the Brookings Register, which prints the newspaper. Yields are looking better, however, than was expected a month ago. The lack of moisture and high temperatures have been the biggest reasons for lower test weights and yields, elevator managers said Thursday. South Dakota produced 98,599 bushels of oats in 1979, the best in the nation, according to the Economics, Statistics and Cooperatives Service.

"Due to the weather, some of the crops weren't able to germinate totally," Randy Phillips, manager of the Alcester Feed Bin, said. "Half of the crops have germinated and the other half haven't." Oat yields have been running between 60 and 90 bushels an acre in Union County with test weights coming in between 35 and 38 pounds Deaths Sioux Falls Celia Mitchell Celia Mitchell, 77, 231 N. Services will be 1:30 p.m. Saturday at First Assembly of God Church, Sioux Falls. George Boom Funeral Home is handling the arrangements. Phyllis Hoisington Phyllis' Hoisington, 66, 332 W. 4th, died Wednesday at her home.

Phyllis Gill was born in Yankton, S.D. She married Herbert Hoisington in May, 1949. They moved from Davis, S.D., in 1939 to Sioux Falls, where she worked in housekeeping at McKennan Hospital. Her husband died in 1976. Survivors include one brother, Ray Gill, Redwood City, Calif.

Funeral Mass will be 10 a.m. Saturday at St. Joseph services will be 7 p.m. Friday at Barnett-Lewis Funeral Home. Burial will be in St.

Michael's Cemetery. Catherine Andrews Catherine Andrews, 47, 1405 Crestview died Tuesday at McKennan Hospital following a long illness. Catherine Massine was born in Balta, N.D. and married Gerald Andrews Aug. 2, 1956.

She was employed by the First National Bank in Aberdeen, S.D. The couple moved to Sioux Falls in 1978. Survivors include her husband; five sons, George, Jeffrey, Donald, William, and Wayne, all of Sioux Falls; one daughter, Judith, Sioux Falls; one brother, Leonard, Minot, N.D.; two sisters, Mrs. Mary Wolfe, Minot, N.D., and Mrs. Margaret Brossart, Rugby, N.D.; and her mother, Mrs.

Gunda Massine, Rugby, N.D. Services will be 10 a.m. Saturday at St. Mary's Catholic Church, Sioux Falls. Scripture services will be 7:30 p.m.

Friday at Barnett-Lewis Funeral Home followed by a rosary. Burial will be in St. Michael's Cemetery. Area Ray Preheim FREEMAN, S.D. Ray Preheim, 59, Menno, S.D., died Wednesday at his home.

He was born in Turner County, S.D. He has farmed since 1951. Survivors include his father, Dan, and test weights between 36 and 38 pounds. In Yankton County, yields are down, Dave O'Brien, manager of Yaggie's, said. O'Brien said yields have been running between 40 and 75 bushels an acre.

Normally, Yankton County runs up to 100 bushels an acre. A light harvest is starting to trickle in at Gregory Farmer's Elevator. Spring wheat has been testing out at between 57 and 59 pounds and yielding only 20 bushels an acre. In Hanson County, the oats have been ranging from 25 to 60 bushels an acre with a test weight of 38-39 pounds, Fred Smith, manager of the Alexandria Grain Co. said.

The Hanson County average is usually 50 bushels an acre for oats, Dennis Larson, the county agent said. "Some of the crop is normal, but others are going to lose 25 percent of their crop all across the board," he said. "There are a lot of Sam Hilden SINAI, S.D. Anson "Slim" Underwood, 100, Worthington, died Thursday at Arnold Memorial Nursing Home, Adrian. Born in Decatur County, he married Maggie Heller Mar. 4, 1904. He farmed in the Plankinton, S.D. and Alexandria, S.D.

The color of the oats hasn't been what it usually is, Phillips said. The ideal color for oats is a pale yellow. "The color of the oats has been whiter than normal," Phillips said. "The while color is below standards. The weather has been an important factor.
