339-9910 after 4:00. Some 20 U.S. firms plan to participate next month in the Soviet Union's first comprehensive international exhibition for communications systems and equipment. However, recession hardships and government export controls on some equipment with military potential are expected to preclude the Soviets from examining first-hand a variety of more sophisticated U.S. electronic gear.

"The situation is very bad," said Bettina Parker, head of a New York-based firm which has been seeking to promote U.S. participation in the exhibition, scheduled to run from May 22 to JuneS. She added, "Between budget problems for the companies and getting (export) licenses, it's sort of a bummer." Despite this, major American committed to take part in the communications trade show include International Telephone Telegraph Ampex, Stromberg-Carlson Pitney-Bowes Inc. and Hewlett-Packard Co. According to Electronics magazine, a trade publication, the Soviets wanted to see advanced superminiature sealed electromagnetic relays along with high-frequency coaxial miniature relays manufactured by Babcock Electronics Corp. But Babcock has decided against attending the Moscow exhibition, the magazine reported, adding that airborne-communications components are among other equipment embargoed by export controls.

Leo Welt, head of a Chicago firm that specializes in developing Soviet and Eastern European trade, disputed Miss Parker's assessment of the prospects for U.S. participation in Syyaz-75. He said his firm, Welt International, was handling arrangements for seven American companies which "all look forward to business transactions at the end of the exhibition and in the future." And Butler County Coroner Garret Boone said, "It's unlikely that 11 people would have been shot and killed unless they were held in some way or were in a position where none of them could escape." Police said there was no sign of struggle; only bodies and spent cartridges from three pistols and a rifle found in the house where James Ruppert lived with his mother. Police also said they could establish no motive.

"This kind of murder usually has as its motive something like sex, or greed, or jealousy." HAMILTON, Ohio (AP) "You'd think someone would have attempted to make a break," Assistant Police Chief Gerald Rost said as officers tried to unravel the how and why of the murder of 11 members of the Ruppert family. A 12th member of the family, James Ruppert, was charged with aggravated murder in the mass slaying at the two-story home of his mother. Charity Ruppert, during an Easter Sunday family gathering. Killed were Mrs. Ruppert, 65; another son, Leonard, 42; his wife, Alma; and their eight children, ranging in age from 3 to 17.

Police said 10 of the victims had been shot in the head; the 11th was killed by a bullet wound in the chest. "There is a possibility FOR SALE: 1" color TV. A spokesman for the Senate permanent investigations subcommittee, headed by Jackson, commented on the upcoming Moscow show, "We're continuing to observe with interest any exports to the Soviet Union so that we certainly don't have another debacle like Krim-tekhnika." He was referring to the controversy last summer over' plans by some U.S.

companies to display advanced police investigatory apparatus at a Soviet criminology exhibition. Most of the firms pulled out of the show when the Commerce Department imposed stricter export controls. Welt, in a telephone interview, contended that stringent controls on technology transfer are questionable because "if the Soviets want to do something, they can do it may be more expedient for them to buy the technology. "As (Soviet Premier Alexei) Kosygin said, 'It saves us hundreds of millions, of rubles to buy -technology from the West than doing it And he's right," Welt said. Noting tjiat electronics firms from around the world will be taking part in the Moscow communications exhibition, he said, "Our reluctance or refusal to deal with them (the Soviets) is only going to put these orders into Western Europe or Japan.

That's for sure." Welt paused at one point to mention that his secretary had just put on his desk a Telex message from Moscow, saying a Soviet import agency had approved an order for archery equipment manufactured by a firm in Grayling, Mich. "Bows and arrows see, we can sell them that, too," he told a reporter, adding, "You don't always have to think about that sophisticated electronics stuff." Then he laughed. Great Lakes Vehicle Hearings Scheduled PIERRE (AP) The executive director of the Great Lakes of South Dakota Association says people interested in using vehicles on government land along South Dakota's Great Lakes should attend hearings planned this week. Keith Wilcox said his office has been notified by the U.S. Army 'Corps of Engineers that random use of corps land for four-wheel drive vehicles, motorcycles and snowmobiles will be limited to areas designated by the corps.

He said hearings scheduled this week will discuss what area should be designated. The hearings for Lake Francis Case are scheduled at Chamberlain Tuesday, Burke Wednesday and Wagner Thursday, Wilcox said. He said hearings on plans for Lake Oahe are scheduled next month. Pressler Favors Duty On Cheese Imports WASHINGTON (AP) -Rep. Larry Pressler, is asking President Ford to place a duty on all imported cheeses and to reject an agreement reached between the U.S.

Department of Agriculture and the Common Market countries. Pressler said that agreement provides that the Common Market countries would stop subsidizing the production of four cheeses imported into the United States if the government agreed to not place a duty on all imported cheeses. Pressler said, "These countries can still export other subsidized cheeses into bur country. This agreement is another example of how farm products are given a low priority in. international' trade agreements." Pressler's remarks came in a statement released in Washington.

Duxbury said crop cutbacks probably will not occur if adequate target prices are assured by the U.S. Agriculture' Department.

"Agriculture Secretary Earl Butz in recent news releases seems not to take farmers seriously when they speak of acreage cutbacks and, in fact, has called it rhetoric," Duxbury said. "However, I know many South Dakota Farmers who are dead serious about this. A survey by our Crop and Livestock Reporting Service already has indicated an 11 per cent cutback in corn acreages. "Wheat and corn prices have dropped more than $1 per bushel during the past three months, and that means the jeopardy of overproduction to the far-H merisreal." REPOSSESSED- 1973 14x70 Deluxe PIERRE (AP) South Dakota grain farmers are considering cutbacks in crop acreages this year if they do' not get adequate target prices, state Agriculture Secretary Robert Duxbury said Monday. Duxbury said a presidential veto of the proposed federal farm bill would be "a grave error." "Farmers have told me they fear overproduction -will place them in the same position as cattle producers who cannot escape financial losses because of low prices and high production costs," Duxbury said.

"They feel that any surplus of grain they create through all-out production will be used against them in the form of low market prices. The plight of the cattle producer has served as a stark object lesson for tures. Pr ced in the Mid 's. PHONE 3S9-9926 nmvinnviw ricin.ii or 3an. Light pecan wood, 6 years old.
