Before he was appointed to the Broward County bench, Mr. Ford served as the municipal judge for the city of Hollywood from 1971 to 1977. He also served as the city attorney for Hollywood from 1964 to 1967. In addition to his wife, Mr.

Ford is survived by his sister Pearl Fisk, of Miami; two daughters, Linda Ford and Debbie Bressler, both of La Jolla, one son, Michael Ford of Piano, Texas; and five grandchildren. The funeral will be at Temple Solel, 5100 Sheridan Hollywood, at 2 p.m. on Tuesday. Instead of flowers, the family asks that donations be made to the University of Miami School of Law, in care of the Judge Harvey Ford scholarship fund, P.O. Box 248087, Coral Gables, FL, 33124.

The judge set goals to improve his community and the judiciary, colleagues said. "Harvey was an idealist who tilted at windmills for most of his adult life," Broward County Judge Ronald Rothschild said. "He was involved in the city of Hollywood, trying to make it a better place. And he was interested in judicial reform. He was always trying to improve our profession." Mr.

Ford kept in touch with his friends and Hollywood leaders each day at the Town Drug lunch counter. The pharmacy, which is next to Hollywood City Hall, attracted a daily group of politicians, judges, police officers and residents. "A group of us have been meeting there for the past 15 years," said Maurice Connell, a longtime friend of Mr. Ford. "We ate there everyday at noon when we could.

Richard Burton died in 1984 of a cerebral hemorrhage. Richard Burton's death devastated the elder Burton, but he enjoyed talking about his son. Their relationship suffered ups and downs. After Richard Burton left his first wife, Sybil, for actress Elizabeth Taylor, Mr. Burton refused to speak to his son for two years.
