He graduated from Yale University Sheffield School of Engineering in 1938. While at Yale, he was a member of ROTC (US Navy) and Sachem fraternity. He was a Lt. Commander in the US Navy during WW II, in which he taught amphibious warfare and sub-chasing, where he skippered an LST In the Pacific Theatre. He received an American Defense, American Theatre, Asiatic-Pacific.

WW II Victory, and Phillipine Liberation Ribbons. Following the war, he was employed by US Steel, where he was chief district Industrial engineer In Uniontown, PA and Pittsburgh, PA. He retired in 1985. Survived by three daughters, Bobbi L. Evans of Gilford, NH, Jane E.

Harter of Pittsburgh, PA, and Constance E. Harter-Bagley of East Ma-chias, ME; two sons, James B. Harter of Pittsburgh, PA and David Y. Harter of Chicago, IL; brother, John W. Harter of Rocky River, OH; and eight grandchildren.

He was predeceased by his wife, Margaret Lou (Fessenden) Harter who died In 1980. There will be a memorial service at Kraeer Funeral Home on Wednesday, February 22, 1995 at 10 AM.
