"It would be a crime to miss a season," said Baldwin, adding that any owner who thinks it is a wise, long-term strategy is being foolish. "We're the biggest legal sports book outside of Nevada," said Schanz, who oversees the operation with Myers and Frank Flynn. All have extensive casino experience. Nevada is the only state with legalized sports betting. Federal legislation enacted in 1992 at the urging of the four major sports leagues prohibited the spread of sports betting to the other 49 states. But the law does not apply to international waters.

"We just don't have any jurisdiction over it," said Joe Bizarro, spokesman for the state attorney general's office. The ship pays state and federal taxes on admission fees and on food, beverage and cigarette sales but not on gambling profits, according to owner Branch Mahaffey. "I haven't heard of anybody else doing this, but if it's in international waters there's nothing we can do," NFL spokesman Greg Aiello said. "Obviously we're not happy about it." Said Schanz: "The leagues are worried about point-shaving and things like that, but our vessel, with a $2,200 maximum, is so small it's not going to create those problems." Still, if a local athlete came aboard and laid down a bet, it would surely raise eyebrows. According to Schanz, since the ship opened, only one professional athlete has been aboard, and he did not bet on sports.
