Of these, Ml have been approved and 53,000 words added to the constitution. How to run the veterans' land program, for example, takes 2,000 words. This kind of detail is handled in most states by legislation, not written into the basic law of the land. Many political scientists criticize the Texas Constitution for limiting the power of the governor. They say he should have a longer term and be able to install a cabinet-type administration. If Texas voters want a new constitution soon, they will have to agree under Amendment No. 4 to one branch of the government -- the legislature -- writing a new state constitution that divides governmental power between the legislature, choice for preparation of a new or revised constitution. Among opponents of unendoMvt is Hall the E. Timantasof Houston, chairman of Texas Democrats for Wallace, who fears a new constitution will jeapardize the primacy of the legislature, eliminate election of judges and endanger what he calls "The freedom and sovereignty of the states of the union" embodied in the doctrine of states rights. Other opposition is that con-* stitutional reform cannot and should not be effected through an entirely new document, which is one of .the alternatives open to the convention.
