reports to a minimum-security federal prison in the rolling hills of Pennsylvania today to begin a three-year term for his Abscam conviction. Williams, who was in seclusion Wednesday, is the first U.S. senator in 59 years to be convicted of crimes in office. He resigned in March 1982 rather than face almost certain expulsion after 23 years in the Senate. He was convicted in May 1981 of nine counts of conspiracy and bribery after being accused of accepting a hidden interest in a Virginia titanium mine to be financed by an Arab sheik in return for help in finding military contracts for the venture.

The "sheik" was actually an FBI agent working in a "sting" operation. Williams has steadfastly maintained his innocence, insisting he was a victim of entrapment by the FBI, but the U.S. Supreme Court refused to consider his appeal. The 64-year-old Williams had been ordered to report Jan. 9 to a federal institution in Danbury, but was granted a 10-day delay to put his personal affairs in order.

He had claimed that he was not properly informed about reporting to prison. Williams also was granted a request to serve his sentence of which he must serve at least one year at a federal prison camp in Allenwood, Pa. The minimum-security camp, housing 499 prisoners in dormitory cubicles, is located on 4,200 acres in rolling hills. The liberal Democrat, a former chairman of the Senate Labor and Human Resources Committee, was one of seven members of Congress caught up in the Abscam operation. Five of the other six have lost Supreme Court appeals.

The last previous senator to be convicted while in office, according to Senate historians, was Truman H. Newberry, R-Mich. He resigned from the lift Senate in 1922 after his conviction on election fraud charges, later overturned by the Supreme Court Meanwhile, the City Council in Woodbridge, has urged that Williams' name be removed from a railroad station in town because of the "stigma" attached to his Abscam conviction. The council, on a 6-3 vote in which Republicans outvoted Democrats, voted Tuesday to ask NJ Transit to remove the name from the Metropark station.
