County to Seek New Laws on Taxing Defense Plants New laws to permit government to tax defense plant inventories today head the list of'measures which Los Angeles County will back this spring in Sacramento.

County Counsel Harold Kennedy submitted a list of 34 laws which he recommended the county sponsor directly before the 1959 Legislature: Ask Tax Power Seven of (he measures--in- i the defense tax change already have been formally endorsed by County Supervisors. Kennedy and his aides will ask that the county be given power to tax "possessory in terest" in personal property such as federally owned inventories. Unless such changes are obtained, the county will lose millions of dollars in future taxes under a recent State Supreme Court decision. The other measures which now have Board endorsement would: 1--Allow the county to enter into a community oil lease for park property -thus paving the way for a giant oil drilling operation from Hancock Park in West Los Angeles. 2--Permit the county to re billboards under the State Outdoor Advertising Act.

3--Provide for creation of flood control district in Antelope Valley. Propose Amendments 4--Revise the Mayo-Bread Formula for distribution of state gas tax funds so that Southern California would receive at least of the total instead of the present 5--Allow continuation of the state gas tax at its present 6-cents-per-gallon level so that it will not revert to cents in 1960. 6--Set a minimum of 2000 i ed voters for in quire a building of any new cities in Los Angeles County.
