"Our industry in the early years was filled with strong-willed men, and that would describe Ray," said Bob Phillips of Cheyenne, a member of the American Ambulance Association which Mr. Parent helped create in 1977. "He was opinionated and didn't mind stating what he thought," Phillips said. "But he was a hard worker and had a willingness to put his resources to work." As a teen-age enlistee during World War II, Mr.

Parent was trained as a nurse paramedic under a new Navy Medical Corps program. In 1947, after his discharge, he was certified as a nurse and X- ray technician in Connecticut. necticut, Mr. Parent helped develop mdny of the programs used to rhurrh in Pembroke Pines. Gordon Funeral Home, Miami, is handling arrangements. S. Mendel, oldest veteran The Associated Press GALVA, 111. Samuel Leroy Mendel, the oldest living American veteran and one of two remaining Spanish-American War-era veterans, died on Wednesday at his home. He was 104.

Mr. Mendel, past commander-in-chief of the Spanish-American War Veterans' Association, died in his sleep, said a friend, Jim Phillips. He had been a vaudeville performer, lumberjack, sanitation officer, furniture salesman and preacher. He retired in 1952 after moving to this town of 3,200 people. A native of Fort Worth, Texas, Mr.

Mendel was 17 when he enlisted in the U.S. Army in 1901. His patriotic fire had been sparked by the sinking of the U.S. battleship Maine on June 23, 1898, in Havana harbor in Cuba then under Spanish rule. But he was only 14 at the time and unable to enlist.

The war that liberated Cuba ended that same year. But fighting in Guam, Puerto Rico and the Philippines continued for several years, and when Mr. Mendel joined the Army he was still hoping to see combat, he recalled in a 1983 interview. Instead of carrying a gun onto the field of battle, Mr. Mendel spent his three-year military career carrying a football on the athletic fields at Fort Sam Houston.

In 1902, he was cited as the best athlete in the Army. Mr. Mendel outlasted all but one the 392,000 Americans who served during the 1898-1902 era. The last known veteran of Spanish-American War era is Nathan E. Cook, 102, of Tempe, a former Navy man with 44 years of military service.

Mr. Mendel became the oldest living American veteran when Jasper Garrison of Marion died on June 5, 1987, at age 107. fishy," he said in 1977 of his entrance into the hamburger game. He opened a second counter a year later and by the time he sold his share in the chain for $6 million in 1969, he had 185 units in Florida, Georgia and Louisiana. But by the mid-'60s, the chain was hit hard by the competitive onslaught of fast-food and pizza chains and social change. As late as 1961, blacks were staging sit-ins because the chain would only sell them take-out DEVINE Marion 87, of Pompano Beach, FL, passed away, July 13, 1988. Baird-Case Funeral Homes, Ft.
