In a move that has been anticipated for months since a Howard internal investigation revealed the Bison used at least three ineligible players that season, the league Monday awarded the 1987 championship to Delaware State.

Howard had sent a letter to all 10 of its opponents from that season saying it would forfeit its games. The Bison were 9-1 in 1987, the second-best Division I-AA record in the country. In addition, Willie Jeffries, Howard's coach at the time and now the coach at South Carolina State, was stripped of the MEAC Coach of the Year award. Conference Commissioner Ken Free said he was pleased the university had initiated its own investigation. The Celtics chose the 6-foot-10 forward in the second round of the NBA draft June 27, then signed him to the contract paying him $425,000. Jugoplastika, the team he played for in Yugoslavia, sued in U.S. District Court for a preliminary injunction barring Radja from playing for the Celtics. Judge Douglas P. The announcement was made jointly by Nestle Enterprises and the Cleveland-based International Management Group. George D. Dranichak, director of racing officials for the New York State Racing and Wagering Board, said a decision on Antley's suspension will be announced after a review of the situation is completed.

The decision is scheduled to be announced Wednesday. Stewards ordered Antley off his mounts on Saturday, the day he was supposed to return from a minor knee injury sustained a month ago at Saratoga. They said the suspension would continue until further notice and did not disclose their reasons. Antley, 23, the leading rider at Aqueduct's winter and spring meetings, was suspended last November after he was found to have been using cocaine. Jockey Julie Krone was suspended for 15 days and fined for shoving another jockey who allegedly crowded her horse during a race at the Meadowlands, officials said.

"We felt Julie was the aggressor in the altercation," said Meadowlands chief steward Sam Boulmetis after a hearing on the Saturday night incident.
