i Middletown, died Wednesday. Dec. 29 at Frederick Memorial Hospital. She was born in Middletown, Aug 24 1905, a daughter ol the late Samuel and Fannie G. McBride.

She was a member of the Christ Reform Church in Kings Daughter class at the Sunday school, the Middletown Senior Citizens and a former member of the Farm Bureau planning group. Her husband, Philip O. Coblentz predeceased her in 1973. She is survived by several nieces and nephews. Friends may call at the Gladhil! Funeral Home, Middletown, after noon, Friday, Dec.

31. Services will be held from the funeral home at a.m. Saturday, conducted bv the Rev. Jorris Beckmann. Interment "will be in the Reformed Cemetery.

Memorials may be sent to the Reformed Church Memorial Fund. Mr. Ronald E- Stitley Mr. Ronald Stitley, Woodlawn, died Thursday, Dec. 30.

He was born in Frederick County, a son of D. Raymond Stitley and the late Mary Wolfe Stitley. Surviving, besides his father, are his wife, Catherine Stitley: one daughter, Mrs. Shirley Jenkins; one orother, Francis Stitley; one sister, Betty Lou Keeneer; four grandchildren, Robert Jenkins Jill Jenkins, Michael Jenkins and Michelle Jenkins. Nellie S. Hildebrand. 717 Dennis Silver Spring, formerly of Dickerson, died Thursday, Dec. 30 at Holy Cross Hospital. She was the wife of the late Nathan D.

Hildebrand, who predeceased her Julv4, 1972. and a daughter of the William and Katherine Ricketts Selby. Surviving are one daughter, Mrs. Helen Harrison, Silver Spring: one sister, Mrs. Edna Carloise, Bethesda.

She was predeceased by a brother Charles Selby, and three sisters, Miss Annie Selby, Mrs. Mae Smith, and Mrs. Viola Carloise. Friends may call from 2-4 and 7-9 p.m. Sunday.

Martha C- Summers Mrs. Martha C. Summers, formerly of 520 Pearl died on Friday morning, Dec. 31, at the Frederick Nursing Center, where she had been a guest for the past several years. Her husband, William Luther Summers predeceased her in Nov.

1968. She was born in Smithsburg, on Jan. 29, 1906, the daughter of the late Nathaniel Churmanman and Martha Kline Churmanman Tracy, and the foster daughter of the late Clayton C. and Harriett Ausherman Rice. Mrs.

Summers was a member of the Mount Carmel United Methodist Church. Surviving are one son, Melvin L. Summers, Frederick, one daughter, Mrs. Harold E. (Mary) Covell, Yellow Springs, three granddaughters, Mrs.

Wanda M. Boone, Mrs. Rolinda F. Boyer and Mrs. Janice V.

Lidie, two half brothers, David Tracey, Hagerstown and Mark Tracey, Foxville, one foster sister, Mrs. Delia Ausherman, Araby, two foster brothers, Charles Rice and Joseph Rice, both of Frederick, 8 great grandchildren, and a number of nieces and nephews. The family will receive friends at the Smith, Fadeiey, Keeney, and Basford Funeral Home, (formerly Etchison's, 106 East Church on Sunday from 7 to 9p.m. Funeral services will be held from the funeral home on Monday, Jan. 3, at 2 p.m.

However, while some sections of the region are highly water-productive, well yields are extremely variable, from less than one gallon per minute to 530 gallons per minute, according to the inventory. Only one well in five, the report indicates, may be expected to yield 50 gallons per minute or more. 45 miners missing after explosion Czechoslovakia AP) -i- orty-five miners were missing after a gas explosion in a mine at Chieoovice in northern Moravia, the Czechoslovak news agency CTK reported today. The agency said "a substantial number of miners" managed to escape to the surface following the blast Thursday night.

Emergency teams to locate and rescue the missing miners, the report said. It provided no other details, except to say that government officials led by Depaty Premier Josef Simon arrived at the scene soon after the explosion. Zoning (Continued From Page A-l) The County Commissioners have included their own recommendation suggesting a limit of only three one-acre lots and requiring a rezoning of the agriculture land to residential classification before allowing other subdivision. Planning officials and others believe the key to preparing for expected large doses of residential growth in the county- is "flexibility" in the zoning laws- Lawrence W. Johnson, director of Planning and Zoning has said new planning tools are needed to concentrate incoming population into areas of the county where planned or present schools, roads, water, sewer and other services exist.

"As Frederick County grows from a rural area into a near-suburban region the main problem will be working the transition without bankrupting the county." Johnson said recently. Debate over the proposed zoning ordinance has been shared by those, on the one hand, who see continued random growth as costly in terms of using up a a a increasing government's cost of providing services to widely scattered homes. The opposing argument against the new revisions, voiced mainly by builders and developers, claims the proposed tighter restrictions on growth would inflate the cost of available building lots and would erode including some farmers' rights to freely sell and develop their land as they see fit. At a public hearing last September at Gov. Thomas Johnson High School on the preliminary drafts of the zoning ordinance changes, several farmers and builders protested the tighter controls as being "an evasion on free and destroying the farmer's investment in his land.

Builders, at the meeting, also claimed stricter reigns on development would push upward the cost of land and new- homes across the county. Zoning staff members point out that ali county farmland is not suitable for development and therefore would be unaffected by such zoning changes- Johnson said the new ordinance would a a increase the allowed development in the county but would, at the same time, serve to concentrate the 'tii in and around areas where com. -mity services already exist.
