Philip Thorneycroft, assistant director of the Motor Vehicle Division, says officers will be alerted to begin issuing tickets to drivers who failed to renew their vehicle registration. Drivers with December license plate tabs have until the end of this month to renew in order to avoid the $8 late fee. Those who fail to meet the December deadline will be cited beginning about the middle of January, Thorney- croft added. Farm editor Douglas dies PHOENIX (AP) Ernie Douglas, an Arizona farm editor whose column was published in six national magazines, has died Monday in a Phoenix hospital.

He was 87. Mr. Douglas, a native of Gila Bend, died yesterday of leukemia. He was editor of the Arizona Farmer-Ranchman from 1929 to 1973, when he retired. A cowboy in his youth, Mr.

Douglas became a reporter with the Phoenix Gazette in 1906. During World War Doug- las took over a newspaper in Jerome that published mining camp news. He sold the paper in 1925 and became a reporter for the Mesa Journal Tribune. In 1929, he started work for the Arizona Producers, which changed its name to Arizona Farmer-Ranchman. He was one of the first reporters to have a radio program for farmers and ranchmen.

His reports were aired under such names as Dinner- bell and the Ditchbank Reporter. He was widely known for his column "Foxtail Johnson Objects," carried by six magazines. He also wrote another popular column under the heading "It He is survived by his widow Elsie; son, Ernest B. and daughters, Mrs. Guy Acuff, Mrs.

R.H. Johnson and Mrs. Antoinette Nelson. are scheduled at 9:30 a.m. Saturday in a Phoenix mortuary chapel.

Lansing accused of school bias LANSING, Mich. (AP) A federal judge today ordered the Lansing school board to submit a school desegregation plan to eliminate by next September "a purposeful pattern of racial discrimination" in its elementary schools. U.S. District Court Judge Noel P. Fox of Grand Rapids said the Lansing Board of Education, "through its acts and omissions, has created and maintained a segregated dual school system." The order affects 16,800 elementary school pupils in 47 schools in the district, which has had desegregated junior and high schools since 1966.

About 18 per cent of Lansing's elementary pupils are black, according to school district figures. Fox ordered the board to submit a desegregation plan by March 1 for implementation next September.
