A Virginia man fell while rock-climbing in the New River Gorge and was rescued by workers who rappelled down a mountain with a stretcher, authorities said. George Bibbons, 23, of Harrisonburg, suffered a broken left arm and leg in the 50-foot fall Saturday, said Lizzie Watts, public information officer for the National Park Service. The accident occurred about 3:45 p.m. Roanoke program is for the birds ROANOKE For the next month, office workers in the Colonial Arms building here will watch as five peregrine falcons test their wings. The five peregrine falcons brought to Roanoke on Saturday may be the last ones released in Virginia.

Mitchell Byrd, a College of William and Mary biology professor who is the father of Virginia's falcon project, doubts whether anyone else will be able to duplicate Roanoke's private funding for the falcons. Peregrine survival rates are higher in cities. "On a cliff side, if a bird goes down in the woods, it may be lost," Byrd said. "Here, the attendants could return that bird." From wire service reports Who stands to succeed Leafe? Norfolk councilmen vie for mayor's job The Associated Press NORFOLK The City Council will select a successor to Mayor Joseph A Leafe in two weeks, and three members of the body are seeking the post. Leafe, who has held the job since 1984, will retire June 30.

The council will vote July 1 to fill the position for a two-year term. "I think it's going to be the most significant selection of a mayor in modern Norfolk history because of the transition from non-wards to wards," said Councilman-elect W.R. Wright, who was elected in May under the city's new ward voting system. "Norfolk's been cut and dried here for a long time." The three members of council who are seeking the job include Vice Mayor Joseph N. Green Jr.

and councilmen Mason C. Andrews and Paul D. Fraim. They appear to have split the votes of the seven-member council among themselves. Publicly, council members will not say who they support, but insiders say Green appears to be leading the pack.

Andrews, 73, is the council's senior member. He was instrumental in founding the Eastern Virginia Medical School and the Jones Institute for Reproductive Medicine. "I've gotten the most popular votes in recent elections," Andrews said. "I hope my record of performance is significant." Green, 65, has been vice mayor since 1984 and is a leader of the black community. "I feel we are a divided people racially, and I'd like to see more healing, more coming together," he said.

Fraim, 42, is newer to the council and said either of his opponents would make a good mayor. But he said the job will be more complicated than it was for Leafe, who presided over a citywide-elected council that focused on downtown redevelopment. Other neighborhoods are seeking more attention and city funding with the change to wards. "The previous 'strong mayor' that we've had is not the type that will be successful under the ward system," Wright saia NEWPORT NEWS Mose O.
