Lobo's pledge was repeated during a commercial break of The Sunday Today Show, the first NBC program on WTVJ. It couldn't be rescreened at the seemingly more appropriate time just before the Today show because an hour of NBC's resources had been sold to Jimmy Swaggart (who some might say is the personification of Don't Worry Be Happy.) WCIX preceeded its first CBS show, Charles Kuralt's Sunday morning news magazine, with standard promotions for the Pat Sajak late-night program set to premiere next week and the returning series Tour of Duty.

Neither Today nor Kuralt used the top of their programs, as sometimes is done, to mention their newest outlet. CBS, which doesn't become the official owner of Channel 6 until Tuesday, has indicated that it plans to maintain a low profile for WCIX until the station has been whipped into the kind of shape the network desires. For instance, there will be only two half -hour newscasts, at 6 and 11 p.m., for the forseeable future. The best estimates are that it will be at least a couple of months before WCIX has an entertainment-news ratio characteristic of a network owned and operated affiliate. So just about when WTVJ, which has been owned by GENBC for almost two years, is preparing to give viewers a respite from not worrying and being happy, CBS will be preparing to unveil its campaign.

Given the network's "mature" demographics, a centerpiece less contemporary than Bobby McFerrin's Don't Worry, Be Happy might be appropriate. Something such as Stephen Collins Foster's Old Folks at Home. There couldn't have been a more appropriate time for the great South Florida TV network affiliation realignment than New Year's Day, the annual morning after the night before when great expectations and buildups have melted into "All that planning and money was for this?" An episode of the new Leave It To Beaver made history as WPBF's initial pre-emption in order to get the schedule back into synch in time for the first ABC program, The Health Show. WPBF elected to make its entrance as if it were just another Sunday morning.

A "Come Alive with 25" logo flashed on the screen, then it was on with the movie, Meadows said. "There has been so much publicity in the media, we felt enough had been said." Deborah Davis, who handled the WJVJ-Ch. 4 hot line, was assigned to answer questions about Channel 4's new affiliation with NBC on Sunday but ended up fending off angry viewers who were used to watching CBS shows on Channel 4. 'People are so angry at us because they can't see the shows they always get on Channel 4," Davis said. "I've gotten calls all day long, saying, 'I can't get Channel 6, what am I going to People think it's a "plan to get them to buy cable. There are a lot of people who are disappointed and frustrated." Edson Snow, a retired colonel in the Army who lives in north Pomp-and Beach, said that even with cable, he gets some interference on Channel 6 with the switch.

Neighbors of Snow who do not pay for cable service "just don't get fchannel 6 at all," Snow said. "We are really on the fringe of Channel 6's broadcast abilities up here." However, residents of large apartment complexes in north parts of the county said they are receiving Channel 6 adequately, even without cable. They attributed their clear pictures to master antennas that their TV sets are hooked into. But some watchers who live in and Central Broward, areas llhat were expected to get at least fair reception of Channel 6, said were getting some interference when they tuned into Channel Many viewers who live in North Broward will find some solace in the fact that they may pick up a clear CBS signal on WPEC-Ch. 12, f.which on Sunday became the CBS NBC affiliation and became an independent; Palm Beach's WPEC-Channel 12 jumped from ABC to CBS; WTVX-Channel 34, the previous CBS affiliate, became an independent and WPBF began life in partnership with ABC.

WTVJ continued to bombard South Florida with its Don't Worry Be Happy campaign. The low point started on Saturday night during coverage of the King Orange Parade and continued through Sunday morning. As the line of marchers rolled by, a shameless ratio of about one station promotion per two bands or floats seemed to establish itself, capped by a WTVJ float that hogged so much time in the spotlight that WSVN, which also covered the parade, had to resort to throwing up a logo after already inserting an abnormally long commercial block to cover its competitor's activities. Channel 4's relentless self-promotion also dominated its late newscast, as a station party was treated as the night's major news event. Refusing to pass any opportunity to bang his own drum, WTVJ general manager Dick Lobo went on the air at 3 a.m., the official witching hour for the change over, to mark "this important moment in South Florida broadcasting history" and to announce his New Year's resolution "to use our NBC resources to insure our local broadcasting efforts reflect the vibrancy, hope and needs of the many communities we serve." The car-pool lanes currently are in use on 1-95 in Dade County and will be extended through Broward and into Palm Beach. During construction, all existing 1-95 lanes will remain open, although some lanes will be narrowed. Detours will also be required in some areas. Glare shields will be placed in I-95 's median to prevent motorists from seeing oncoming headlights. Stranded vehicles will get towed for free to specially designated areas, out of the construction area, during rush hour.

The project is expected to increase the capacity of 1-95 by almost 35 percent. DOT statistics show that 1-95 was originally designed to handle 100,000 vehicles a day, with a maximum capacity of 145,000 vehicles a day. Once the project is complete, I-95 will have a maximum capacity of 220,000 vehicles per day. An average of 147,000 vehicles use 1-95 each day, 1988 figures show. Fourteen miles ot the project were delayed in early December because of a dispute over the DOT'S minority hiring policies.

Four contractors filed a protest against 16 DOT contracts, complaining that the DOT'S minority policy was unfairly administered. The dispute was resolved on Dec. 16, but it pushed back the start of several 1-95 projects for several months. DOT officials are urging 1-95 commuters to find other means of transportation or use alternate routes.

A West Palm Beach-to-Miami commuter train on tracks that parallel 1-95 was created to ease congestion during the reconstruction period. The expansion project will generally add one lane to 1-95 in each direction, although some areas will be widened more. The section from Davie Boulevard to Griffin Road in Fort Lauderdale will be increased to 15 lanes. The reconstruction also will in Here, north-to-south, are the construction segments for the rebuilding of Interstate 95 and the expected dates that construction will affect traffic.
