One of the things 1 always recommend when you're going to take in any kind of garment, is to take the sleeves out so that you can work freely with the underarm seams. As a rule when you take a dress in, the armhole has to be made smaller too. As you take in the side seams, it brings the armhole up, giving you a better fit and better size, it's so much easier to work this way. Don't touch your back or front darts unless it's necessary to fit the waist more snugly.

Take it in on the side seams. If you have to make the sleeve smaller, I suggest you get a size 20 pattern and recut the sleeve of your larger dress to the smaller-sized pattern. The wrong shaping of the sleeves and the wrong sizing of the armholes can make a mess of your alterations.
