PAGE 38 TUCSON DAILY CITIZEN THURSDAY, NOVEMBER 15, 1973 Overcrowding cited Pharmacy school cutback possible Willis R. Brewer, dean of the University of Arizona College of Pharmacy, predicted today the American Council on Pharmaceutical Education Inc. may direct the college to reduce its enrollment. Members of the council, which is the official agency for accreditation for colleges of pharmacy, visited the uni- Police hit woman, suit says A Tucson woman has charged that she was struck by a city policeman as 10 officers burst into her house at 416 E. Seneca St.

without a warrant, looking for her son. In a damage suit asking an unspecified amount that was filed yesterday in Pirna County Superior Court, Eunice Culton charged that Officer Richard A. Pupkoff punched her in the chest after pushing into her house March 16. She said she suffered severe back spasms and later fainted at Pima County Hospital as a result of being knocked down. She said she still suffers from back pains.

The 10 policemen cited in the. suit searched her house indiscriminately and arrested her son, Robert James Bell, although Pupkoff admited as he entered that he did not have a warrant, the woman charges. Bell, 21, later charged with burglary, filed a similar damage suit, claiming that police violated his privacy, harassed him and prevented him from aiding his mother. Police Chief William J. Gilkinson said last night that he was unaware of the suit.

But he said that as soon as the 10 policemen are served with the suit papers, the department's internal affairs unit would investigate. Officers Herbert Bay, Robert Wingfield and Robert Pierce were among the 9 defendants in addition to Pup- koff named in the suit. Identification of the others officers was unclear this morning. versity this week to determine if the college will qualify for its fourth accreditation. The college's total enrollment is 326.

Currently, Brewer said, a total of 96 students are enrolled in each pharmacy class in a building planned for a maximum of 50 students in each class. "There just aren't enough hours in the day to provide the best education possible for this large number of students in the crowded space available to us," Brewer said. "It really looks like we may have to cut back on enrollments." He said the College of Pharmacy has been handling the problem of space by doubling the laboratory sections for students in the five-year course. Brewer deplored a cutback because he said there is a great need for pharmacists, with only about SO per cent of the graduates actually going to work as registered pharmacists. Other graduates, he said, are taking jobs as drug inspectors, working as counselors on drug problems or are joining governmental drug enforcement agencies.

He said even the federal government recognizes the need for additional pharmacists. Schools have been hampered by a freeze of federal funds allocated to schools of pharmacy by the government. The accreditation is needed to continue the university's standardization with other pharmacy programs across the nation, Brewer said. Without accreditation, University of Arizona pharmacy graduates could not practice except in Arizona. Some 70 programs in the United States are accredited by the American Council on Pharmaceutical Education.

Word on the council's visit here is expected in about six weeks. The UA College of Pharmacy, established 24 years ago, faces accreditation "every five; years. Under new council Gilkinson feels change unlikely Police Chief William J. Gilkinson says he doesn't expect any shakeups on the force because of the new Democratic majority on the City Council as a result of last week's election. "At this time there is no particular change I would envision for the police department," he told about 20 persons during a speech last night at Republican headquarters here.

Gilkinson said, however, that the three newly elected Democrat council members, who take office next month, could revamp sections of the police force by rewriting the department's budget. In elections held Nov. 6, Robert Cauthorn, Barbara Weymann and Rudy Castro won handily over their Republican incumbent opponents. The police chief's remarks followed a prepared speech on citizen involvement in crime prevention, which he said is necessary to deter rising numbers of felonies. He urged residents to report crimes, to serve on juries, to cast their ballots for candidates with integrity and to keep informed of crime and its prevention.

The speech was sponsored by the Desert Young Republican Club. Papago village again has water Pure water is again flowing to the Papago villagers in Hickiwan after completion of a temporary pipeline built for the remote settlement that has been plagued with water problems. U.S. Public Heath Sen-ice officials judged the water safe Tuesday night and villagers began using the water yesterday, according to Joseph M. Lucero, Bureau of Indian Affairs superintendent.

The pipeline is an interim measure designed to provide the Indians with water until an 8.2-mUe underground line can be completed at an estimated cost of $176,000, Lucero said. The pipeline was the product of a joint effort by the Pa- pagos, the bureau and the health service. The Papagos supplied the labor, the bureau the materials and the health service the technical advice and supervision. Lucero said. The Indians built a line to Hickiwan from an existing pipeline that connects with a well eight miles from the village.

The permanent pipeline should be completed in three months. Lucero said. The project is waiting ratification by the Papago Council and must then be funded by the health service in Washington. Hickiwan's water supply dropped to a trickle this summer and for three months water was trucked 60 miles from Sells to the village. Several attempts were made to drill new wells close to the village, but none proved successful.

One well did provide water, but it was polluted by nitrate. Lucero said he eventually will ask Congress for funds to study the area's water table.
