New Rules Problem For Nursing Homes JEFFERSON CITY, Mo. (AP) Missouri nursing home operators are upset about new federal safety rules. They said tjiey were not given time to comply. 'Fletcher said the operators were told they would get some help in relocating the displaced persons.

The new "life safety" rules had been talked about for months but Welfare Director Proctor N. Carter said he was not notified until June 30 that federal funds would be cut off to non-complying homes on July 1. Clem Falrchlld of Kansas City, attorney for the state as-, sociation, said he feared a whole new level of federal inspectors would be added to the (Jresent state Health Division inspectors. "If the federal agency would it up to the state, I think fihese problems can be worked out," he said.
