A list of the recommendations submitted by H. N. Pye, chief engineer of the Southeastern Under writers Assn. of Atlanta listed 10 items for the city's program.

Pye told City Mgr. Richard G. Simmons the recommendation were based on population, fire defense "and physical conditions of Melbourne as of April 15. RECOMMENDATIONS The recommendations, which would qualify the city to go from a National Board class rating of 7 to 6 included: That source of water supply be increased by at least 250 gallons a minute unless the artesian well to be would be used for other than reserve purposes! The distribution system be strengthened so a minimum of 1,700 gallons a minute be available to the mercantile district with residual pressure of 20 pounds left in mains in the vicinity of flow. Across the county, two races will be decided by all qualified voters; the gubernatorial contest between LeRoy Collins and Charley Johns and the battle between Curtis Barnes and Joe Cowart for commissioner from District 4. Two Port Canaveral commissioners also will be named, but the vote will be split. Voters in the Cocoa-TitusviUe area will find the names of John V. D'Albora and Mayo Hill on the ballots while Kelly Brinson and Bob Burnes will compete for the job in the Merritt Island-Cocoa Beach area. GOVERNOR RACE HOT The governor's race is termed the hottest in years through Brevard County.

In the May 4 primary, Johns polled 2,965 votes to 2,693 for Collins and 1,531 for defeated Candidate Brailey Odham. John's plurality, therefore, was only 272 over his nearest rival while the direction of swing among the Odham votes is unknown. Predictions are that the vote will be split and that neither candidate can count on winning an overwhelming percentage. This point of view is reflected in the election betting, now reportedly hot all over the first for a board largely made up of new members, including a new president. John Bryant, the new presi dent, will make some committee appointments at the meeting and will outline a proposed chamber program for this year.

Bryant was installed as president at a dinner meeting of the board earlier this month. He replaced Randolph Ellinor, whose term expired. Brevard County Voting Sites Here are the voting sites by precincts in Brevard County for today's election. The polls will open at 7 a.m. and close at 7 p.m.

Four speakers will be downstairs, four in the balcony and one behind the screen. The curved screen will measure about 15 by 31 feet, Ellinor said. Numerous alterations are teing made to the theater to accommodate the new process.

The first movie to be shown in Cinemascope will be The Robe. Ellinor said the movie should be on the screen within the next three weeks.
