Today's Editorial Report- They Don't Like The Russians Hie Yugoslavians don't like the Russians, we were told in a recent trip to that communist country. But they like Germans, Albanians, less. You will remember that after World War II, Yugoslavia was the only communist-controlled country in Europe that did not come under Soviet domination. Tito, the Yugoslavian communist President read that to keep his country "independent" of the Soviet Union. We asked how he did it.

We got many answers. We don't know the real one. But some of the factors are these: The Yugoslavians fought well during the war. They fought each other the Royalists vs the communists and they fought the Germans. The Royalists did not do well and by mid-war the communists in Yugoslavia were leading the fight against the German occupation troops.

We were told the German commander made a serious mistake. He announced that for every German soldier killed by the Yugoslavians, 100 Yugoslavians would be shot; for every German officer killed, 200 Yugoslavians would be shot. In Belgrade, they have a memorial to the more than 80,000 people shot by the Germans in retaliation. Now if you lived in a city where suddenly you could be picked up to be shot as one of the 100 or 200, what would you do? Many people took to the mountains where the communist partisans, as they were called, were conducting their anti-German campaigns. Tito led these communist forces through the war and was made head of the country after the war.

One story why the Soviet Union, after the war, did not march troops in and take over Yugoslavia the way they did Bulgaria, Romania, Czechoslovakia, is "because they knew we would fight them." In short, the Russians respected Tito and his forces and, also, the Yugoslavian difficult terrain for military campaigning. Tito, of course, came out of World War II the great hero of the Yugoslavian communists and of many other people there. "He did not leave us during the war the way DeGaulle left the French people," one Yugoslavian said. "He stayed with us. He fought beside us." So today he seems to have great strength.

No other communist dictatorship in the world is sure enough of itself to permit as much apparent freedom of religion, apparent freedom of travel, apparent ownership of as many things, apparent freedom to buy newspapers and books, some of which are anti-communist. In one conversation with a Yugoslavian expert, I said: "You know perfectly well there are pro- Stalinists here who are anti-Tito. And you also know perfectly well the Soviet Union is using all its established techniques to encourage these pro- Stalinists infiltration, schooling in Moscow, supplying funds, for the eventual Soviet takeover." "Of course, that is true," the expert said. "But you forget one thing. Tito was schooled there, too.

He and his people are communists. They know their tricks. That is why they are so successful in keeping the Soviet Union at arms length." With police security seemingly so limited inside Yugoslavia, Tito must be successful at keeping both Soviet communism and European-American capitalism from weakening his control over his people. We repeatedly asked, "What happens after Tito he is 80 years old now." The would-be experts point out Tito's plan for a council that will elect a new head of government each year. The real experts shrug their shoulders and say, "After Tito? Who knows.

Keep in mind Yugoslavia is now in the longest period of no-war in its years. Peace is a stranger in that part of the world. They have grown up since Greek and Roman times fighting Greeks and Romans, fighting each other, fighting their neighbors. And when not fighting, trying to out- rnaneuver each other, their neighbors and, today, the rest of the communist world and the rest of the Free World.
