Today's Where "No One" Owns Stores vi Thi8 editor, on a recent visit to Yugoslavia, found communism there far different than he expected. There is apparent freedom of religion. There is apparent freedom of travel. There is apparent freedom to buy newspapers from just about everywhere in the world. That eludes American newspapers, some of which have anti-communism editorials.

There seemed to be little if any police security. What about freedom to own things? (l There are a lot of cars in Belgrade and Dubrovnik, the two Yugoslavian cities we visited. Privately owned cars have white licenses; company or official cars have red license plates. We saw a majority of white license plates. The cars were all small.

The best cars were German Mercedes and American saw two which were decked in flowers and carrying a wedding party. Stores in Belgrade were busy. People were buying. Incidentally office hours are from 6 a.m. to 2 p.m.

"No one," we were told. "The workers in the store elect a committee which in turn names the director of the store. If the store makes a profit and it can buy newspaper advertising the profit is divided among the workers. If it loses money, the store can borrow from the bank." We asked if any workers made enough money from profits to build an estate. "What is an estate?" we were asked.

So we asked how much profit do the workers get? "Very little," we were told. "That is the secret to this kind of communism. You keep the worker involved with a feeling of ownership and the possibility of profits but you make sure that he does not get too much profit or he will start thinking like a capitalist. In theory this system is almost perfect. But it has a weakness We asked what the weakness was.

"Human nature," we were told. "All workers are different. Some work hard, some don't. Some stay home playing sick when others don't. Some help a store or factory make more profit; some workers don't help even hurt profits." We visited a number of stores.

Incidentally, we saw few Americans almost none in Belgrade a few weeks ago. We were obviously an American couple and 'everyone knows all Americans are big spenders'. But in almost every store we went into, we had to'ask a clerk to help us. The clerks usually were in groups chatting with each other, or maybe just sitting back in a chair day-dreaming. In no store were we met with an enthusiastic clerk, informed and anxious to sell "American big We asked about owning land.

We were told that 80 percent of the farm land is owned by the people who till it. We asked if anyone could own a business of any kind. "Yes," we were told. "Artisans can own a business which has up to five employees." We asked who "Artisans" are. "They're bakers and, well, people like that," was the answer.

"A cab driver is not one. A cab driver can own only one cab." Again, Yugoslavian communism is unique. Last Saturday I lost my beautiful grandson. This child meant more to me than any living creature. His mother went to work and asked me if I would take complete charge of the baby. Within a month I lost my heart completely to that little boy.

Now, 18 months later, my daughter-in-law announces, out of the blue, that she and my son are getting a divorce and she is leaving in three the live in another state with her parents. I have died a thousand deaths since that day. The emptiness in my heart is indescribable. I never dreamed I could ache so much. I am not blaming anyone, but this has taught me a bitter lesson.

I've given up trying to call you." I am sick and tired of the younger generation being resentful when limits are put on them. My children have caused me to lose my composure many times because they abused the telephone.

Of course kids resent limits are essential, and beneath the resentment, kids WANT guidelines. Adolescents who can do as they please are insecure, and unhappy. They feel that no one cares enough about them to enforce discipline.
