HAPPENINGS IN HOUSTON. PETITION TOR THE OOUNOIL AT ITS MONDAY SESSION. The Trustees of the Bice Institute Want to Koep Streets Out of Their'Property. Visit of Capitalists. IlEADQCABTEES Capitol hotel.

BUBIKESS AND CiBOULATOR's OFFICE, 92 Main Btreet, under Capitol hotel. For tho recoption ol advertisements and where subscribers fauing to receive their pcjiora will pleaae report. HOUSTON, Tei Oct. is to bo a meeting of the city council Monday afternoon at the usual hour and place. Several important matters are to come up, among which will be the petition of the trustees of the William M.

Rico institute of arts, science and literature, asking that tho ground granted by Mr. Rice bo given immunity from invasion by streets. It is tho ground on which thoy propose to erect handsome brick buildings, worth hundreds of thousands of dollnra. The council will probably grant it as a proper recognition of the lavish benolicence of Mr. Kice toward Houston end the cause of education.

In the form of committee and officers' reports there are several other matters to come up of Importance. Hogg: Comiultttoe'i Record. A well known citizen, who has boon a con- Blstont democrat, remarked to-day: "I BOO from tho Post that T. U. Lubbock made a telling speech at a Hogg barbecue yesterday.

Ho failed, however, to toll his hearers about his act leading a Hogg bolt in the Second ward in thy primaries when bo- and his followers boiiton five to one by his neiglibore, nor did he toll how ho tmme high outrageous bolt into tho county convention and deprived the democracy of the county of voice in the organization of tho state convention. "I wonder if tho voters of Harris county forget that and the other revolutionary of the Hogg ofltce soeking.politiaianfi in toll county? Will they nut remember that cUmoorftoy ii.the will of the people freely ex- prewwd and all attempta. to override that will mid uautp authority IB revolutionary? The self constituted 'officials or committee findi no favor with American freemen. The Hogg leaders in this county, composed of chronic office scekere. may blow and puff until Gabriel blows his horn but tho voters will them under on election day too deep to be thawed out until next election.

"This IB a campaign of tho people against the chronic politician nnd office-Beaker. The average voter may'lifiton to the prating of the demagogue, but ha will, go and- vote aa a free American without, a ring In his nose. The laboring man knows who are his friends. What he wants. is plenty of work at good prices and ho can only got it when the country et peace, con8dence established in the Btato government and its future policy and labor and capital moving along hand in hand in developing the reouroos of this grand state.

"Why, some of tho Hogg crowd talk about carrying Harris county 1 Did you over see auoh gall? Beta of two to one are freely offered on the county going for Clark, but no takers. Tho Clark men are good thinkers and itayera and will show up right on election day. By thn way, whon did the secretary of Captft'm Akhe'b Hogg committee got to be a democrat? No doubt they let him in with the greonbackors and third party who aided the primaries to drown the voice of true democrats throughout tho state and carried many counties for Hogg. "I am sorry to see Sam Ashe sacrifice him- in this way. He is a good follow, but is like fish out of water unless he is up to his ears in politics.

He made a big error in accepting an empty appointment from Messrs. Baker and Johnson, mom bora of the car stable convention committee. He should have gone to Sour leko and studied the analysis of those woridorful waters closely, for the benefit of suffering humanity. ''Now, there is Major Looscan--a good follow, too, and harmless; tho most consistent one of the entire Hogg gang. He went to school with Hogg, and is a close personal friend and stands by him through thick and thin.

Yet his word, the Third, went for Clark by 678 to lii in the primaries. All tlio Clark men admire Looacan for his consistency. "By way, did you notice how fow sensible men of your acquaintance support Hogg except on personal grounds or from prejudice? Tho man who had a yearling killed by railroad and didn't get pay for Durham bull is for Hogg. So iu the man who tells you tf-at Hogg and the commission reduced the freight rate 50 cents por ton on cotton seed, and likewise is the public spirited citizen who tells you that moro railroads and corporations and more business in the country will increase the price of his land and he will havo moro tios to Who it? Some statesman, I forget Ins name, who wan nut far from the truth when ho said: 'An ingenious appeal to the prejudices of tho peopln will catoh many or words to that offect. But tho peoplo ore lioing educated.

I think it was Abe Lincoln who said: 'You can fool nil the people some of the time, some of the people all of tho timo, but you can't fool all of tn6 pooplo nil of tho tho way, Mr. RoportorJI see that tins been nuked by tho machine-ap- pointed county executive committee to flay whether not he ia a democrat. It ia asked in ortlor that thay may know whether they will vota for or scratch him. Why 3on't TUB Xpws ask Judgo Shelburne if he IB willing to make a comparison of his record as a orak with tho records Captain Asho, tho chairman, William Aloxandor, tho secretary, Mr. Boll, Mr.

Thompson and several other appointed members of tho committee. If they are all willing, and I presume thoy will bo, for any true democrat is willing to dhow his record, chatechiw thorn after this fashion: 'Hftvo booii a duiitoorat'" evor scratched dor.iocrntio you evur auviaeU or nidod in any other Vifty tho election of RAmhdnto running in opposition to tho democratic nominee? 1 "These arc spocimonp. Thoro aro that might be tultcd that I don't think of now. Let tho mwn wlu has tho worst record atop down and out." likftiy Ihit them questions will Rottlo tho mattnr and that all -Bill bo willing to Vnnontl. forenoon the funeral of tho late Mrs.
