The 17-year-old approached the teens' stalled car at Woodlea Park on Feb. 24, told them he was an undercover officer, searched them and asked the driver for his license and registration, police said.

The youth let the teens go but then followed them to a house, reports said. Once there, he told the teens he had a warrant for one of them, police forcement officers and public-works employees would be on the lookout for people watering when they shouldn't.
