Bullock and Company their associates, successor and assigns shall notify the aid Board.of Mayor and Aldeman of said Itv of Natches to that effectand thereupon submit th works to such a teat as will show the capacity of the Water Works to be sufficient to throw six (6) tire streams simultaneously, through fifty feet of two and one half inch hose and one inch noule, fromix (A) different hydrants, to a vertical helghth of sot less than one hundred (100) feet. On the satisfactory performance of this test the said Board of Mayor and Aldermen of said City of Natches shall formally accept said system as constructed is accordance with the terras of this ordinance.

Section 7. Within thi-ty days after the day that this ordinance takes effect the sstd Samuel R. Ballock and Company their assnciates, successors and assigns shall file their written acceptance thereof in the office of the City Clerk accompanied by their Bond in the penal sum of twenty tuousand dohars, executed to the City of, Natches, and conditioned for the faith ful compliance with the terms of this Section. feaid written acceptance and bond shall be in form and substance satisfactory and accepuible to said Board of Mayor and Aldermeu, other wise this ordinance shall not be taken anil con sidered as evidence of any contract in the premises. The construction of the said system shall be commence within sixty days after this ordinance takes effect, and said system shall be completed within one year after the commencement of the construction thereof; proi led, however, that the time during which the seid Samnel' B.

Ballock and Company, their associates, successors and assigns are delayed bv floods, act of God, er the public enemy, legal proceedings for the maintenance or defense of their legal rights or in die acquisition of prop erty or right of way, or by reason of any other causes whatever beyon.l their control, shall form no part of the time limited in this ordinance far the performance of any act reqnu ed by the terms hereof to be done by them. Ballock and Company, their associates, sacceseors or assigns, of their intention so to do, at least one year before the expiration of the said period of ten years. A failure to so pay the award, or to give notice of intention to pur chase as nboyh provided shall operate as a waiver of theright to purchase until the expiration of the next succeeding period of ten years. Section 10.

The said Samuel R. Bullock and Company their associates, successors and assigns shall make extensions to their line of mains whenever ealli upon so to do by the aid Board of Mayor and Aldermen of the City of Natches. Provided however, that said ex tensions shall be not less than five hundred feet in length, and that one public fire hydrant shall be located on each five hundred feet or major portion thereof, but the said Samuel Ballock and Company, their associates, successors and assigns mayvoluntarily make sorb, extensions from time to time aa Uiey may deem necessary, Secti'ia II. After the works are put In operation, if at any time the pressure gauges located at the point hereinbefore named should indl cate a pressure of less than forty pounds on tbe ilintributing mains for the period of two weeks In succession then the rental for the use and employment of the hydrant for the purposes aforesaid shall cease until the standard of pressure in this section provided shall be aitained, provided however, if the pressure indicated as aforesaid, should be less than forty pounds for six calendar months in succession then all the rights and privileges of the said Samuel Bullock and 0 mpany, their associates, snccessor and assigns acquired by virtue of this Ordinance, shall cease, determine and be null and void. But nothing herein contained shall be so casirued as to prevent the said Samnel R.

Bullock and Company, their associates, successors and assigns from temporarily shutting off the a ater from its said system or any portion thereof, for the purpose of making repairs or extensions to the same; and no liability shall attach to the said Samuel B. Bullock and Company, their associates, snccesoors or assigns foi the suspension of the supply of water, provided the repairs or extensions are made aad the water turned on again without unnecessary delay and farther provided that said Samnel H. against the firm of Jaa, ft John Hunter, under the fraudulent debt or act of 1809, caused great surprise, amounting almost to consternation in commercial and political circles. The greatest occasion for surprise was that the attachments were accompanied with allegations of forgeries in connec tion with the firm's paper. Nothing hat been heard to-day of Jus. Hunter, senior member of the firm, and there is a gen eral belief that he has absconded. His brother and partner, John Hunter, Is completely mystified by the revelations.

No steps have been taken toward criminal prosecution. A Maa Molded to Death. Cincinnati, March 24 A special from Newark, Ohio, says that Jacob Bread died last night from tbe effects of a scalding received at the hands of bit wife on Sunday last, during a quarrel. The couple had frequently bad trouble, and on this occasion, the wife becoming en raged at some abnse of her husband, threw a pan of boiling water la bis' faces She kept everybody out of the boose at' ter tbe scalding, but since his death she has become a raving maniac. Sioux City, March 24 At 9 o'clock this morning the work of empan-nelling a jury in the Haddock case was continued, and at 10:30 the panel was fall, the State having exhausted its panel while the defense had yet four challenges unexercised. An adjournment was taken till two o'clock, and at this time the opening statement of counsel will continue. Trying to Break Up a Bold Swindle. Cincinnati, March 22 Postmaster Riley has been withholding the mail of Guy Weber, the manager of the St. An drew's Florida Bay Company since the United States grand jury indicted Weber for using the mail to promote a fraudulent scheme.

Several bushels of fetters have accumulated and an appeal is about to be made to the authorities at Wash ington for an order releasing his mail. The Son of the Late Senator Logan Marries Pittsburg, March 22 John A. Lo gan, son of the late senator, and Miss Edith Andrews, daughter of Chaun'cey M. Andrews, of Youngstown, Ohio, were married at noon to-day at the residence of the bride's father. A number of prominent people attended and the pres ents given were very elaborate and costly, among which was a check for 950,000 from the bride's father.

Obsequies of a Hero. Fort Wayne, March 23 The funeral of Henry B. Rumsey, the hero of tbe Buffalo fire occurred to-day and was notable for the number of distinguished persons present. Tbe services at the house were private, but public obsequies at Trinity Church were attended by as manv people as the edifice could hold. Many flags were displayed at half-mast.

A New Tool In Chicago. Chicago, March 24 The soda, pop and mineral water bottling firms of the city have effected a consolidation with a capital stock of 600,000, and placed all their manufactories, delivery wagons and other appliances in the pool. Only three firms remain out of the combination. The usual pleas are offered that competition cut off all the profits of the business. To Continue the Coke Pool for Three Tears.

Pittsburg, March 22 At a meeting to-day of the coke syndicate and the coke producers association, it was agreed to continue the pool for three years. Heretofore it has only been for one year. The three Independent producers who control 3.000 ovens are said to be In harmony with the agreement. Fire at Bessemer With Loss of Life. The said Samnel R. Bui ook aad Company their associates, successors and assigns shall exercise the greatest ears aad diligence In the ase of the said streets, alleys, pnbhe eqaares and ether pnblle places aad shall caa-e no aa. necessary obstruction of er interruption to the pablio travel over or anon the same or any in jury to or interference with any pipes, mains or sewers which may now be lawfully totaled beneath the surface thereof, or with the franchises of the Street Railway Company or of the Natches Gas tight Company. Bollock and Company, their associates, successors and assigns, shall take every precaution to provide against danger to life and limb by reason of the exercise of the rights and privileges hereby shall cause all excavations and obstructions to be properly lighted and guarded at night and after the Completion of tbe purposes for which the said streets, alleys, public squares and other public placca may be nsed they shall be restored to their former condition as near as may be without unnecessary delay. The said Samuel It. Bollock and Company, their asso' iates, successors and assign hereby agree to hold the City of Natches harmless from any liability hich may result to it by reason of any violation of this Section. Section 3. 1 he General Plan of the said System of Water Works shall be as follows: MAINS.

The pipe Bystcm shall consist of not less than nine (9) miles of mains of sizes varying from fourteen, (U) to six (G) inches inside diameter i or ol eotucient length to locate eighty twi) Hydrants as designated on the citv map by tbe committee on Waterworks. Tbe pipes nsed shall he of the best quality of cast iron pipe and each length of pipe shall be tested at its place of manufacture to a pressure of not less than three hundred (300) pounds to the square inch, and all pipe shall be coated with Dr. Angus Smith's preservative varnish and shall be laid an I Jointed by competent mechanics and In the best poHsible manner. Said pipes shall be laid at least two feet below the surface of tbe streets and shall at all times conform in this respect to the grade or grades thereof as now or may hereafter be established by the authorities of said city provided that if it shall become necessary at any lime to lower said mains and pipes in order to conform to such altered grades the expense ot lowering the same shall be home and paid by said city. PRESSURE GUAGES.

One pressure gauge shall be located at the Pomp Honse and one at such point in the city as may be hereafter agreed upon by a commit tee of said Board of Mayor and Aldermen and said Samnel R. Bullock and Company, their associates, successors or assigns. HYDRANTS. The hydrants shall be double nosxle Ave hydrants with noxsles fitted to connect with the hose couplings now in nse by the Fire Department of the City of Natches i additional hy drants shall be erected by said Samnel It. Bullock and Company, their associates, successors or assigns on the present line or malus or on the extensions there-f at such intermed ate points as mav he located by aid Board of Mayor and Aldermen.

The Board of Mayor and Aldermen of said City of Natches shall within thirty (3) days from tbe date of tbe final passage ot this ordi nance designate the points on the line of distributing mains at which the hydrants shall be erected. GATES AND VALVES. All necessary gates and valves will be piovid-ed and located at such points in the line of mains as will make it feasible to cut oil and isolate any district when repairs are needed without depriving other districts of their full supply. PUMPS. The pumping plant shall consist of two High Service Vertical Pomping Engines each capable of pumping one and a half million (1,500,000) gallons of water or a combined capacity of three million; 000,000) gallons per day of twenty four (24) hoars against the pressure needed to supply all parts of the System with abundance of water and they shall be so arranged as to be operated separately or together.

BOIL ICRS. The boilers shall be of ample capacity to ope. rate the, pumping encines and shall be so arranged as to be operated- separately or together as may be requited. STAND PIPE. There shall be a stand pipe not less than one hundred and twenty five feet in height and not less than twenty-two (22) feet in diameter, and sufficient in capacity to furnish an ample snpply ol water at all times for lire protection and for domestic ani manufacturing purposes along the line of the mains.

PUMP HOUSE. The Pump and Boiler House shall be a substantial Brick or Iron Building of ample siae far the pomps and batteries of boilers and shall be of handsome architectural design. The smoke stack shall be of brick of sue needed to operate boilers. SOURCE Of SUPPLY. i The aaler supply may be taken from tbe Mississippi river at the most eligible and convenient point undVr the Bluff in front of said city, or from wells, that will give an ample supply of goad whole-ome water.

During that period his place was licensed under the city laws, and ran his bu-iness unlnter ruptedly.

Ou December 5th he filed an applii atlon for a renewal of his license with the requsite bonds aud accompanied by a petition signed by residents of his neighborhood, who represented 000 worth of property. He obtained this renewal for which he paid 20.863, and which entitled him to ply his trade from December. 1886, till April, 1887. He alleged that be carried on bis business in an orderly and exemplary manner, but on February 7, he was notified by Mayor Harrison and Chief Ebersold that be must close up bis place upon the grounds ot keeping a disorderly house. This he repudiates and challenges any one to point out a single instance in which he was convicted ot this offense.

He further complains that tbe defend ants retained his license money and re fused to return it. The plaintiff prays a permanent injunction restraining Har rison and Ebersold from arresting him or his assistants or in any other way in terfering with his business and seeks for a temporary one during the pendency of his suit. The suit is in the nature of a test case as to whether the police can close the saloon. Twelve Fenom Periih in a Hotel Fire. Milwaukee, March 23 A special to (he Evening Wisconsin, from Bessemer, says: Tbe boarding house of Bond Clancy, at the Colby Mine, burned at about four o'clock this morning.

Twelve persons perished in the flames. The building was a two-story frame structure and burned like tinder, leaving no time for alarm after the fire was first discovered. Twenty-one boarders occupied rooms in the sec ond storv. Only nine of these escaped by jumping from the windows. Several were seriously injured but none fatally.

The uames of the victims, who were laborers at the Colby Mine, are as follows: John Sutton, John Lyons, Max Prive-dell. Simon Risez, Henry Soam, J. Brassa, Wro. Williams, John Boal. Jno.

Garveri, James Ryan and one, unknown. The bodies are so charred as to prevent identification. No clue to the origin of the fire. The victims were all single men. Malignant Scarlet Fever In Ohio.

Cincinnati, March 22 A special from Norwalk, Ohio, says: Norwalk is thoroughly alarmed over a most malig nant form of scarlet fever raging here. Over a dozen cases are reported in the immediate vicinity of the colored church, and the rapid spread of it is believed to be due to a few scholars attending school while in the early stages of the disease. The board of heal is taking active measures to quarantine against it, and houses containing cases are placarded. Yesterday a communication from the board of health was read in each church advising congregations to. remain away from the funerals of persons dying of the fever.

The Everlasting Mory Will Case. Chicago, March 22 An Ottawa, special says: The supreme court has reversed tbe finding of the circuit and appellate courts in the matter of the will ot the late Wilbur F. Story. The last will of Mr. Story bequeathing his property, including the Chicago Times, newspaper, is thus declared invalid.

Mr. Story left two wills very similar in their nature and the last one was offered for probate, but the point was raised that at the time of making the will be was not a responsible person. The first will, made some time prior to the one thrown out, it is supposed will new be offered for probate. The Main Levee at Leland, Breaks Nf.w Orleans, March, 22 The Picayune's Greenville special says: Tbe main levee at Leland, broke yesterday evening, and this evening the gap nearly tltiee hundred yards wide. The break occurred on Robert Craig's plantation.

Craig's residence is now surrounded by water two feet deep. The water is pouring through the crevasse like a mill-race, overflowing all the lowlands in that section. The levees on tbe Mississippi side are all reported in excellent condition. The river here on a stand. Th- Buffalo Hotel Horror.

Buffalo, N. March 23 Work ar the ruins of the Richmond Hotel ws continued this morning. No more bodies have been found. Win. Thompson, of Erie, and F.

D. Johnson, of Toronto, reported missing, are safe. This leaves unaccounted for, in addition to Mr. Boyd, J. C.

Pratt, of Albany; Capt. H. C. Shepherd, of Cleveland, and Henry Perry, of Welland, Ontario." Nothing has been heard regarding Robert Boyd, of Boston. His friends believe he was a victim of the lire.

"The Times," of Pittsburg, estimates that fifty million dollars are invested in natural gas plants in Pennsylvania. A burglar, with whom a nan in Laurens county, grappled upon being awakened some nights ago, directed acomplice to shoot.
