C4 Saturday, Nov. 21 1992 LOCAL SWF Petition starts for lottery prof it Parking feud fuels arson? percent to the general fund; and 20 percent to other programs. State Secretary of Finance Paul W. Timmreck called the proposal "bizarre." "I think this results in less accountability since the lottery board members are appointed officials, independent by definition, and are far less accountable to the public," Timmreck said. But state Sen.

Mark Earley, R-Chesapeake, said there is a strong feeling that the lottery funds are not going where promised. "At every forum I've spoken at, one of the first questions is, What's happening to the lottery he said. tery five years ago. "When we voted on it, everyone was under the assumption it would go for a worthy cause," Jan Bodie said. Bodie has formed the Concerned Citizens for Reform of the Virginia Lottery Act 531.

The group is distributing petitions asking that lottery revenue not be placed in the general fund or state treasury. Instead, it would be "kept in the established 'State Lottery Fund with the Lottery Board of Directors responsible for disbursement of all lottery proceeds, audited yearly." The group wants 65 percent of all lottery proceeds to schools; 15 on Aug. 17 for brandishing a firearm. On Aug. 20, Gallery employee Michael Weisinger, 29, was arrested and charged with assault and battery of Bottini.

Weisinger's complaint said Bottini "came into the club yelling at a customer to move his car. I walked over to the door to ask Mr. Bottini to stop yelling. He then hit my hand away. Then I pushed Mr.

Bottini out the door and followed him outside." Weisinger was convicted of assault and battery. ing and public drunkenness. Some wrote complaints to the shopping center's management. "The biggest problem was the parking," said fire investigator Jim Todd. "Supposedly Classic has places for their parking, and J.B.'s customers parked there.

The parking dispute erupted last summer. On Aug. 12, court papers show, Dominic Bottini the 50-year-old owner of the sub shop went into the go-go bar with a gun. He was arrested Aug. 15 on a trespassing charge and again A native of Creswell, N.C, Mr.
