Where is her boasted chivalry 1 Is there another state in the Union where a woman could be publicly stripped and whipped for stealing a few scraps of iron or lor any other offense 1 Is there any othor place in the United States whore the people would tolerate such a relie of barbarism I And yet this Stato'has always boasted of its superior civiliza tion, claimed to be the mother of Pres idents, and has been honored by being the birthplace and home of some of the most distinguished and liberty- loving men of tho ago. Were we a Virginian we would never acknowledge the fact sa long as this monstrous law remains in force. Were we a descendant of Washington, Jefferson, Patrick Henry or any of the other great men of that State we would, unless this in iquitous law is repealed, remove their asbes to somo place where their mem ories etuld not be disgraced by publicly whipping women. This law is a dis grace not only to that State but the whole country and the boasted civilization and refinement of the age. Poor old Virginia, its chivalry has departed.

The Convention. The Constitutional Convention is hard at work on the Chinese question. Several stringent provisions have been adopted as follows Forbiding the employment of Chinese on public works except for crime. Forbidding their employment by corporations. This cuts off the railroad companies from employing They are forbidden from catching fish in any of the waters under the jurisdiction of this State, or to purchase, lease, own or hold any real property in this State, and all contracts of conveyance or lease of real property to any Chinese shall be void.

The general sentiment of the Con vention is that the Chinese cannot be prevented from coming here without the corporation of the Government and modification of the Burlingame treaty. The strongest memorial possible will be adopted by the Convention and sent on to Congress. Petitions to Congress praying to make effective the anti-polygamy laws of been sent to the clergymen of this State, and are being circulated for signatures. We don't suppose the old '62 bigamist will object If we had had the distinguished honor of bossing from ix to ten wives since 1862 the Government might enforce all the anti-polygamy laws that have been passed since the days of Solomen. Aye, and take away our wives, too.

And we would welcome the enforcement of the laws and departure of those forlorn women with supreme indifference. Watson ville Transcript for libel still occupies the attention of the District Court at Salinas. What has the editor of the Tran-tcript done to entitle him to the distinguished honor of being the principal in a libel suit 1 Hereafter he will put on more airs than a young blood who has just fought his first duel. It is not often that a country editor gains distinction in this way. We congratulate this editor on his good luck.

Whero is tho evidence of it outside of tho asser tion of political leaders and demagogues! Why, say the Republicans, if they were let alone and not improperly influenced wo know they would elect Republicans to office insteud of Demo crats. Do they forget that everything was in a state of prostration and demoralization down South two years ago, and that a reign of terror, and uncer tainty existed both for the whites and colored, all brought about by Repub lican carpet baggers, protected by United States soldiers and backed up by tho Republican party I That whilo in this tcrriblo state of uncertainty and distress the Democratic party came to their relief and through their determin ed efforts induced President Hayes to so change the policy of tho Govern ment down South that these people there might govern themselves and have the samo rights guaranteed by tho Constitution to the people of other sections of the Union. With this change of policy came peace, prosperity and good government, and the people of that section, blacks and whites alike, are grateful to their friends who came to their rescue in their hour of peril and show their grat itude by voting with them. When Senator Lamar, of Mississippi, in his reply to Blaine, denied that the colored voters of his State had been intimidated and 'that they were just as free to vote their sentiments as the people of Massachusetts, if the assertion was not true, why did not his colleague, Senator Bruce, a colored Senator from the same State, rise in his seat and deny it 1 Is not Senator Lamar's statement entitled to as much credence as tho Senator from Maine who knows nothing about the South except by bear-say 1 Radical politicians profess great love for the colored men and want to see them in office. This is all a flimsy pretence.

In the Northern States there are thousands of colored people. Many of them well educated and intelligent. How many of them has the Radical ever put into office? When and where have they elected one to the Legislature, to Congress or in fact to any office of either honor, trust or profit 1 How many have been appoint ed outside of the South by this or any other administration to office? True they appointed Fred Douglass Marshall of the of Columbia, and they have been so ashamed of the appoint ment that they kept him in the back ground as much as possible, and he is not allowed to perform' the full duties or enjoy all the priviliges of tho office. And yet Fred Douglass is probably one of the smartest men of his race, has done more to help the Republican party than any other colored man in the country, and is as well if not better qualified for the position than some of his white predecessors. This party wants the' votes of the colored men, but when it comes to distribution of the offices they are left out in the cold.

Sometimes they do as that party did in this State at the election for Delegates to the Constitutional Convention. They put Peter Bell, a colored man, on the ticket for delegate when they were absolutely certain he would be defeated. This anxious solicitude for the welfare of the colored people down South is a shallow pretense and sham. A Reported Leakin a Sonoma Count; Postoffick. A member of the Board of Education has been informed by the County School Superintendent of Sonoma County that the examination papers have reached him through the mail from Sacramento on two occasions with the envelope broken.

Whether the cover was broken in the post- office or whether it had been designedly broken before being mailed and deposited in the postoffice in that condition after the contents had been copied, for the purpose of removing suspicion from the real culprits, is not now known.
