By JACK LEFLER NEW YORK (AP) An increasingly perplexing question is whether the rate of economic growth is tapering off or whether business is holding firm. There were conflicting signs this past week. Many economists and government officials had predicted there would be a slowdown about this time as a result of the 10 per cent federal income tax surcharge. This was the intent of the higher levy imposed as a means of stemming inflation.

Some saw indications of a softening in a sag in new car sales in early November from normal levels and a dip in retail sales in October. On the other hand, company purchasing executives reported a better-than-expected increase in new orders and production in October--a barometer of future business activity. Looking further back, the Federal Reserve Bank of New ork said the economy had ex- anded far more rapidly in the hird quarter than most observ- rs had expected. In the first 10 days of Novem- er, dealers sold 209,505 U.S.- made cars. While this was 14 jer cent ahead of the total in he like 1967 period, when Fon itotor Co.

Allen, who has served as member of the society's board of governors, was elected at a recent meeting in Chicago. Under the leadership of Allen and his associates, UI has gained a reputation in making and fitting custom artificial eyes that has attracted patients throughout the United State; and from other nations. At a meeting of the Kje Bank Association of America, also held in Chicago, Allen wa awarded a plaque in apprecia tion for his "artistic talent and the generous service he has giv en to the association." Allen designed a pin which can be worn to identify persons who have willed their eyes to be used for corneal transplants upon their deaths. He also de signed an exhibit depicting thi various services of the associa tion. The group also presented certificate to Allen for his de velopment of a device used bj eye surgeons to hold the donor cornea while the section needed for the operation is being re moved.

Automobile production this CLASSIFIED ADVERTISING drew to a close, retail sales and a few other economic indicators appeared to ease slightly but many others, including housing and new orders for durable goods, strengthened. The bank commented that the cumulative effects of the fiscal restraint program are likely to ecome more clearly visible as ime passes. But, it added, "the delay in getting the economy back to a slower rate of growth has unquestionably complicated the task of restoring reasonable price stability and achieving the much needed improvements in our international trade balance." Chase Manhattan Bank, one of the countrys largest banks, this past week forsook its lonely stand with a 6 per cent prime nterest rate. It raised its rate per cent, the level which lad prevailed among other major banks since last September. Chase said it took the action Because of the substantial rise in money market rates in recent weeks.

The prime rate is the interest charged by banks to their biggest and most credit-worthy customers. There was important activity on the busy merger front again this past week. U.S. Plywood-Champion Papers, and Johns-Manville Corp. said they were discussing a possible merger.

Such a combination would result in one of the nation's biggest building products concerns. Last year U.S. Plywood had sales of $1.13 billion. Johns-Manville's sales totaled $510.4 million.
