Blamed For Hit-Run Raid On Havana By 2 Boats; Sealift Starts a HAVANA, Cuba -W- Prime Minister Fidel Castro has blamed the United States for a hit-and-run attack by two boats on a residential section of the Havana waterfront. One woman was reported injured slightly. Meanwhile, the U.S.

government began a sealift of refugees from Matanzas, Cuba. The chartered excursion boat Skipper brought 108 Cubans to Key West, Saturday night and another 94 yesterday. The State Department had no comment on Castro's charge of U.S. responsibility for the strafing attack early yesterday. David Leroy Cook. 27, who arrived in Tucson Saturday, was booked on suspicion of homicide after Herschel Lee Hendrix, 38. was shot fatally in the chest and head following an argument. POLICE SAID Cook admitted firing a .38 caliber revolver twice at Hendrix after warning the victim three times to get out his trailer. The shooting occurred at 1:10 a yesteiday in the doorway of Cook's trailer in Space 6 at 4832 S.

6th Ave. David Prin, Cook's roommate, said Cook and Hendrix--who lived in Space 10--had argued over Cook visiting his aunt, Mrs. Rose McClard, a friend of Hendrix who lives in a cabin at the court. PRIN SAID he had been drinking earlier with Hendrix but went home alone. He said he had just gone to bed when he was aroused by shouting outside.

Cook came in and Hendrix came to the door, demanded Cook come out and then started inside the trailer, Prir. told police. Police said the victim, Hendrix, was an Army private first class who had been treated at the Veterans Hospital. Prin said Cook arrived Saturday by plane from California and asked to share the trailer Prin had rented that afternoon. Hendrix' body was taken to the Arizona Mortuary.
