The county wants to unify all of Volusia with a single area code, so the faster the 904 numbers run out the better. Yog Varma, deputy bureau chief of the FCC's Common Carriers Bureau, which oversees the North American Numbering Plan, said the agency is not responsible for alerting states that phone numbers are running out. That is the responsibility of Lockheed Martin which runs the North American Numbering Plan's day-to-day operations, he said.

Varma said Gar-cia's comments "are not called for and inaccurate." Ron Conners, director of the North American Numbering Plan, said Lockheed Martin only recently took over administration of the plan and notified Florida officials as soon as it was aware of the problem.
